Efficiency of Issuing Personal Land Title Deeds of Roi Et Provincial Land Office, Tawat Buri Branch

Abstract

The objectives of this research were as follows: 1) to identify the problems and obstacles in issuing title deeds for individual cases of the Roi-Et Provincial Land Office, Thawatchaburi branch, and 2) to propose an effective solution to the problem of land title deed issuance for individual cases of the Roi-Et Provincial Land Office, Tawatchaburi Branch. This was qualitative research conducted by collecting data from 28 key informants, consisting of executives and officers of the Roi Et Provincial Land Office, Thawatchaburi branch, officers of the Roi Et Land Reform Bureau, and individual land title deed applicants through in-depth interviews. The qualitative data was analyzed by interpreting content analysis, i.e. considering the similarities, differences, and relationships to come to conclusions and then describing the analyses in an essay. The results of the research revealed that the problems and obstacles in issuing title deeds for individual cases of the Roi Et Provincial Land Office, Thawatchaburi branch were caused by: (1) Efficiency in operations, including personnel competence, policy implementation and integration of agencies; (2) Responsibilities, including honesty and transparency; (3) Comprehensiveness including access to services, non-discrimination, and decentralization. As for the effective solution to the problem, it was found that the workforce should be increased to promote the personnel to have skills, knowledge, and ability to work. Personnel should have communication skills, perform their duties within the scope of the law by focusing on job achievement, reduce gaps in exploitation, operate under honesty, responsibility, equality, fairness, and without bias, reduce the use of discretion of operational staff and reduce some unnecessary procedures.
