Organizational Structure Reforms in the Thai Bureaucracy System

Abstract

As the bureaucracy becomes larger with increasing time, it had a complex division of structure and roles. This results in a multi-layered chain of command and supervision. Therefore, the work of the bureaucracy has many steps, time consuming, delayed. In addition, due to the large bureaucratic system, the commander is unable to supervise the operations completely. As a result, the work is damaged and there is a chance of corruption. The expansion of the bureaucracy remains uncertain, resulting in a large number of agencies without abolishing the old ones. This has resulted in redundancy in the work between different departments. Experience in reforming Thailand’s bureaucratic organizational structure is one example of reform that is subtle and incomprehensible. In particular, some government officials have been accustomed to the old system for a long time, some are directly affected, and those lose their interest.


            Therefore, the organizational restructuring of the Thai bureaucracy must be gradual and improve in the following areas: 1) Complexity of organizational structure which must be considered horizontal distribution such as division of work according to aptitude, division of work according to plans, and vertical differentiation considerations include the number of hierarchical levels, which are related to the span of control. 2) Formality will study the setting of working standards, rules, and procedures in the organization. 3) Centralization and Decentralization, examines the degree to which officials have the power to make important decisions. Reforming the organizational structure of the Thai bureaucracy requires cooperation from all parties involved. To obtain useful information and knowledge, it is necessary to truly transform, as well as to know what the problems and obstacles of the traditional organizational structure are. Therefore, this article will present guidelines reforming Thailand’s bureaucratic organizational structure. To make performance more efficient and able to achieve the objectives of the organization. Which uses organizational theory to inform its analyse.
