Educational Management System of Local Administrative Organizations in Thailand: A Case Study of Kaeng Khoi District Municipality, Saraburi Province and Nakhon Pathom City Municipality, Nakhon Pathom Province

Abstract

This research aimed to study the educational management system of local administrative organizations in Thailand; a case study of Kaeng Khoi district municipality, Saraburi province and Nakhon Pathom City municipality, Nakhon Pathom province identify problems and obstacles and factors affecting the educational management of local administrative organizations in the region of Thailand and propose the appropriate guidelines for developing the educational management of local administrative organizations in Thailand. This research was the qualitative approach and was conducted by; in-depth interviewing 19 key informants consisted of administrators, teachers, educators.

The research results revealed that; 1) there were six aspects of educational development consisted of policy and strategy development, organization structures, organization cultures, processes and technology, administrative resources, managerial competencies. 2) Problems and obstacles of educational management of local administrative organization in the central provinces of Thailand were lacked of educational administrative continuity, the personnel competencies were insufficiency quality of work life, lacked of motivation and low income. Affecting factors of educational management were having appropriate policy and strategy and having sufficient materials and modern information technology. 3) Guidelines for the development of educational development of education management of administrative organization in Thailand were providing appropriate human resources management, having sufficiency recruitment complying with the organizational structure, seeking participation with related sectors and the personnel should be developed systematically and continuously.
