บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อประเมินความต้องการจำเป็นการจัดการศึกษาทางไกลผ่านดาวเทียม (DLTV) เพื่อยกระดับคุณภาพการศึกษาของโรงเรียนขนาดเล็ก สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ตามแนวทาง 6 ด้าน คือ ปัจจัยและทรัพยากรพื้นฐาน การบริหารจัดการ การจัดการเรียนการสอน การนิเทศ ติดตาม ประเมินผล การสร้างเครือข่าย และพฤติกรรมการเรียนรู้ของนักเรียน กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษา 375 คน และครู 375 คน ซึ่งใช้โรงเรียนเป็นหน่วยในการสุ่ม ด้วยวิธีการสุ่มอย่างง่าย โดยใช้เกณฑ์ตามตารางสำเร็จรูปของเครจซี่ และมอร์แกน ได้จำนวน 375 โรงเรียน โดยในแต่ละโรงเรียนที่สุ่มได้ใช้ผู้บริหารและครูที่รับผิดชอบโครงการโรงเรียนละ 1 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ ลักษณะการตอบสนองคู่ มีค่าความเที่ยง 0.828 - 0.989 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ดัชนีความสำคัญของลำดับความต้องการจำเป็น
ผลการวิจัยพบว่า สภาพปัจจุบันการจัดการศึกษาทางไกลผ่านดาวเทียมของโรงเรียนขนาดเล็กในภาพรวมมีค่าเฉลี่ยอยู่ในระดับมาก ส่วนสภาพที่ต้องการการจัดการศึกษาทางไกลผ่านดาวเทียมเพื่อยกระดับคุณภาพการศึกษาโรงเรียนขนาดเล็กในภาพรวมมีค่าเฉลี่ยอยู่ในระดับมากที่สุด โดยค่าดัชนีความสำคัญของลำดับความต้องการจำเป็นในการจัดการศึกษาทางไกลผ่านดาวเทียมเพื่อยกระดับคุณภาพการศึกษาโรงเรียนขนาดเล็ก ด้านที่มีค่าสูงสุด คือ ด้านการสร้างเครือข่าย (PNI modified = 0.22) รองลงมาคือ ด้านปัจจัยและทรัพยากรพื้นฐาน (PNI modified = 0.20) ด้านพฤติกรรมการเรียนรู้ของนักเรียน (PNI modified = 0.16) ด้านการจัดการเรียนการสอน (PNI modified = 0.12) ด้านการนิเทศ ติดตาม ประเมินผล (PNI modified = 0.10) และด้านการบริหารจัดการ (PNI modified = 0.03) ตามลำดับ
