สภาพการใช้ ผลกระทบและรูปแบบธรรมนูญประชาชนต้นแบบ ในเขตจังหวัดร้อยเอ็ด

บทคัดย่อ
การวิจัยแบบผสมผสาน มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการใช้ และผลกระทบธรรมนูญประชาชนต้นแบบในเขตจังหวัดร้อยเอ็ด 2) ศึกษาลักษณะธรรมนูญประชาชนต้นแบบในเขตจังหวัดร้อยเอ็ด 3) ศึกษาการใช้และผลกระทบธรรมนูญประชาชนต้นแบบในเขตจังหวัดร้อยเอ็ดที่มีอิทธิพลต่อลักษณะธรรมนูญประชาชนต้นแบบในเขตจังหวัดร้อยเอ็ด และ 4) สร้างรูปแบบธรรมนูญประชาชนต้นแบบในเขตจังหวัดร้อยเอ็ด ผู้ให้ข้อมูลการวิจัยเชิงคุณภาพ คือ บุคคลที่มีส่วนเกี่ยวข้องธรรมนูญประชาชนต้นแบบในเขตจังหวัดร้อยเอ็ด จำนวน 70 คน ตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณ ได้แก่ กำนัน ผู้ใหญ่บ้าน ผู้บริหาร และสมาชิกสภาท้องถิ่น จำนวน 400 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามการประชุมกลุ่มย่อย และแบบสอบถามเชิงปริมาณ การวิเคราะห์ข้อมูล ใช้การวิเคราะห์เนื้อหา และมีสถิติที่ใช้ในการวิเคราะห์ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน และการถดถอยพหุคูณเชิงเส้นตรง
ผลการวิจัยพบว่า 1) ระดับการใช้ และผลกระทบธรรมนูญประชาชนต้นแบบโดยรวมอยู่ในระดับมาก 2) ลักษณะธรรมนูญประชาชนต้นแบบโดยรวมอยู่ในระดับมาก 3) การใช้ และผลกระทบธรรมนูญประชาชนต้นแบบมีอิทธิพลต่อลักษณะธรรมนูญประชาชนต้นแบบในเขตจังหวัดร้อยเอ็ดอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 โดยสามารถพยากรณ์การเปลี่ยนแปลงรูปแบบลักษณะธรรมนูญประชาชนต้นแบบได้อย่างถูกต้องร้อยละ 40.20 และ 4) รูปแบบธรรมนูญประชาชนต้นแบบในเขตจังหวัดร้อยเอ็ด ได้แก่ การพัฒนาแนวคิดจริยธรรมคุณธรรมและประชาธิปไตยในชุมชน ควรมีกฎหมายรองรับในพระราชบัญญัติเพื่อใช้บังคับได้และมีการบูรณาการภารกิจหน่วยงานร่วมกันพร้อมงบประมาณสนับสนุนอย่างเหมาะสม
