ทุนทางสังคมและวัฒนธรรมองค์การกับประสิทธิผลขององค์กรปกครองส่วนท้องถิ่น

บทคัดย่อ
บทความวิจัยนี้มีจุดมุ่งหมายเพื่อศึกษาอิทธิพลของทุนทางสังคมและวัฒนธรรมองค์การ ต่อประสิทธิผลขององค์กรปกครองส่วนท้องถิ่น ประชากรคือองค์กรปกครองส่วนท้องถิ่นรูปแบบเทศบาลและองค์การบริหารส่วนตำบลในประเทศไทย ใช้วิธีการสุ่มตัวอย่างแบบหลายขั้นตอน ได้จำนวนตัวอย่างทั้งสิ้น 250 แห่ง ประกอบด้วยเทศบาล 125 แห่ง และองค์การบริหารส่วนตำบล 125 แห่ง เก็บรวบรวมข้อมูลจากกลุ่มเป้าหมายที่เป็นบุคลากรระดับบริหารจำนวน 1,250 คน วิเคราะห์ข้อมูลพื้นฐานด้วยสถิติเชิงพรรณนา และทดสอบสมมติฐานด้วยสถิติเชิงอนุมานโดยเทคนิคการวิเคราะห์ตัวแบบสมการโครงสร้าง ผลการวิจัยยืนยันสมมติฐานที่กำหนดไว้ คือ ทุนทางสังคม และวัฒนธรรมองค์การ มีอิทธิพลระดับสูงต่อประสิทธิผลขององค์กรปกครองส่วนท้องถิ่น อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 (TE=.761, R2=.655, p<.01) ทั้งยังพบด้วยว่าการบูรณาการร่วมกันระหว่างทุนทางสังคมและวัฒนธรรมองค์การ มีผลทำให้ค่าอิทธิพลต่อประสิทธิผลขององค์กรปกครองส่วนท้องถิ่น เพิ่มสูงขึ้นอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 (TE=.822, R2=.676, p<.01) โดยที่ค่าดัชนีความ กลมกลืนของตัวแบบ ล้วนเป็นไปตามเกณฑ์มาตรฐานกำหนด (χ2=137.283; df=43; p< 0.00; χ2/df=3.19; CFI=1.000; NNFI=1.264; SRMR=0.058; RMSEA (90% CI on RMSEA)=0.094 (0.077: 0.112))
