การวิเคราะห์สมรรถนะด้านการวัดและประเมินผลของครู : กรณีศึกษาเขตพื้นที่ภาคกลาง

บทคัดย่อ
บทความวิจัยนี้ มีวัตถุประสงค์เพื่อ 1) วิเคราะห์ระดับสมรรถนะด้านการวัดและประเมินผลของครู สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน และ 2) เปรียบเทียบสมรรถนะด้านการวัดและประเมินผลของครูสังกัดสำนักงานการศึกษาขั้นพื้นฐาน จำแนกตาม เพศ ประสบการณ์ในการสอน และขนาดสถานศึกษา ตัวอย่าง คือ ครูสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 435 คน โดยใช้วิธีการสุ่มตัวอย่างแบบหลายขั้นตอน เครื่องมือวิจัยเป็นแบบสอบถามชนิดมาตรประมาณค่า
5 ระดับ มีค่าความเที่ยงแบบวิธีสัมประสิทธิ์แอลฟาของครอนบาคทั้งฉบับเท่ากับ .98 วิเคราะห์ข้อมูลโดยใช้สถิติเชิงบรรยาย ได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ใช้สถิติเชิงสรุปอ้างอิง ได้แก่ t-test สำหรับสองกลุ่มตัวอย่างที่เป็นอิสระจากกัน และ F-test ด้วยการวิเคราะห์ความแปรปรวนทางเดียว ผลการวิจัย พบว่า 1) ครูมีระดับสมรรถนะด้านการวัดและประเมินผล โดยภาพรวมอยู่ในระดับสูง โดยสมรรถนะด้านจรรยาบรรณในการประเมิน มีค่าเฉลี่ยสูงสุด รองลงมา ได้แก่ สมรรถนะด้านการพัฒนาการกำหนดเกรด และ สมรรถนะด้านการบริหารการสอบ การให้คะแนน และการแปลความหมายคะแนน ตามลำดับ 2) ผลการเปรียบเทียบสมรรถนะด้านการวัดและประเมินผลของครูโดยภาพรวมเมื่อจำแนกตามเพศ พบว่า ไม่มีความแตกต่างกัน เมื่อจำแนกตามประสบการณ์ในการสอน พบว่า โดยภาพรวมมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ ที่ระดับ .05 จึงทำการทดสอบรายคู่ภายหลังด้วยวิธีของ Dunnet T3 ซึ่งพบว่า มีค่าเฉลี่ยแตกต่างกัน จำนวน 1 คู่ ได้แก่ ครูที่มีประสบการณ์ในช่วง 11 – 20 ปี มีสมรรถนะด้านการวัดและประเมินผลสูงกว่า ครูที่มีประสบการณ์อยู่ในช่วง 21 ปี ขึ้นไป และเมื่อจำแนกตามขนาดของสถานศึกษา พบว่า โดยภาพรวมไม่มีความแตกต่างกัน
