การพัฒนาสมรรถนะบุคลากรสายวิชาการในสถาบันอุดมศึกษา

บทคัดย่อ

               การบริหารสถาบันอุดมศึกษาในปัจจุบันได้ให้ความสำคัญต่อการพัฒนาศักยภาพของบุคลากรสายวิชาการเป็นอย่างมาก และยิ่งทวีความสำคัญมากขึ้นเมื่อสถาบันอุดมศึกษาต้องการจะเพิ่มความสามารถในการแข่งขันและความอยู่รอดให้แก่สถาบัน เพื่อให้บรรลุเป้าหมายดังกล่าว สถาบันอุดมศึกษาจะต้องมีบุคลากรสายวิชาการที่มีศักยภาพสูง  มีความเข้าใจเกี่ยวกับวิธีการเรียนการสอน และมีสมรรถนะที่คลอบคลุมทั้งสมรรถนะที่จำเป็นต่อวิชาชีพอาจารย์ (Functional Competency) และสมรรถนะหลักของสถาบันอุดมศึกษา (Core Competency) ซึ่งเป็นสมรรถนะที่บุคลากรสายวิชาการทุกคนต้องมี และเป็นส่วนหนึ่งในของแผนพัฒนาบุคลากร สถาบันอุดมศึกษาจะต้องลงทุนเพื่อการพัฒนาสมรรถนะของบุคลากรสายวิชาการ รวมทั้งสนับสนุนและส่งเสริมให้มีการพัฒนาตามสมรรถนะทั้งสองด้านดังกล่าว และเชื่อมโยงกับวิสัยทัศน์และพันธกิจของสถาบันอุดมศึกษา ซึ่งจะส่งผลไปสู่ความสำเสร็จทั้งของสถาบันอุดมศึกษาและตัวบุคลากร

ABSTRACT

          Recent management in higher education (HE) make the development of academics’ competency a priority. Competency development for academic staff become increasingly important as institutions attempt to gain more competitive advantage and to better survive. In order to achieve these goals, HE must have qualified and competent teaching staff.  Consequently, academic staff need to have a better understanding of teaching and learning issues as well as to advance their pedagogic competences including functional competency and core competency of HE. These two competencies are expected to be in place for all academics staff and these are considered to be a part of staff development plan. It is truly the role of HE institutions to invest in the competency development of their people. HE institutions must support and encourage faculty development in both competency models, and the improvement of these models must be connected to the institutional vision and mission. Thus the success of the institution and the fulfillment of its staff are assured.
