การพัฒนาตัวชี้วัดคุณลักษณะที่พึงประสงค์ของผู้บริหารสถานศึกษาระดับปฐมวัย

Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) คุณลักษณะที่พึงประสงค์ 2) ตัวชี้วัดคุณลักษณะที่พึงประสงค์ 3) พัฒนาตัวชี้วัดคุณลักษณะที่พึงประสงค์ของผู้บริหารสถานศึกษาระดับปฐมวัย กลุ่มตัวอย่าง ได้แก่ ผู้บริหาร 22 คน ครู 276 คน และผู้ปกครองนักเรียน 902 คน รวมทั้งหมด 1,200 คน ที่อยู่ในสถานศึกษาระดับปฐมวัย สังกัดสำนักงานคณะกรรมการการอุดมศึกษาทั่วประเทศ เครื่องมือที่ใช้ในการวิจัยคือ แบบสัมภาษณ์แบบมีโครงสร้าง แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ จำนวน 120 ข้อ มีค่าความเชื่อมั่นทั้งฉบับ 0.989 และประเด็นการสนทนากลุ่ม วิเคราะห์ค่าสถิติโดยแจกแจงความถี่ หาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน วิเคราะห์องค์ประกอบ (Factor analysis) และวิเคราะห์เนื้อหา
ผลการศึกษาพบว่า
           1. คุณลักษณะที่พึงประสงค์ของผู้บริหารสถานศึกษาระดับปฐมวัย มี 6 องค์ประกอบ ได้แก่ 1) มีความเป็นธรรมาธิปไตย 2) ส่งเสริมวัฒนธรรมชุมชน 3) มีความสามารถในการบริหารจัดการ 4) มีค่านิยมในวิชาชีพ 5) มีศาสตร์และศิลป์ และ6) มีบุคลิกดี
           2.  ตัวชี้วัดคุณลักษณะที่พึงประสงค์ของผู้บริหารสถานศึกษาระดับปฐมวัย รวม 53 ตัวชี้วัด จำแนกเป็น ด้านมีความเป็นธรรมาธิปไตย 15 ตัวชี้วัด ด้านส่งเสริมวัฒนธรรมชุมชน 9 ตัวชี้วัด ด้านมีความสามารถในการบริหารจัดการ 11 ตัวชี้วัด ด้านมีค่านิยมในวิชาชีพ 9 ตัวชี้วัด ด้านมีศาสตร์และศิลป์ 5 ตัวชี้วัด และด้านมีบุคลิกดี 4 ตัวชี้วัด
           3.  การพัฒนาตัวชี้วัดคุณลักษณะที่พึงประสงค์ของผู้บริหารสถานศึกษาระดับปฐมวัยทั้ง 53 ตัวชี้วัด มีค่าความเชื่อมั่นชนิดความคงที่ภายใน 0.915 องค์ประกอบที่ 1 มีค่าความเชื่อมั่นชนิดความคงที่ภายใน 0.955 องค์ประกอบที่ 2 มีค่าความเชื่อมั่นชนิดความคงที่ภายใน 0.936 องค์ประกอบที่ 3 มีค่าความเชื่อมั่นชนิดความคงที่ภายใน 0.959 องค์ประกอบที่ 4 มีค่าความเชื่อมั่นชนิดความคงที่ภายใน 0.880 องค์ประกอบที่ 5 มีค่าความเชื่อมั่นชนิดความคงที่ภายใน 0.869 องค์ประกอบที่ 6 มีค่าความเชื่อมั่นชนิดความคงที่ภายใน 0.869

The purpose of this research was to study 1) the desirable characteristics of administrators 2) the indicators of desirable characteristics of administrators 3) the indicators development for desirable characteristics of administrators in early childhood educational school. The samples consisted of 1,200 persons from 22 administrators, 276 teachers and 902 student rulers in early childhood educational school under controlled of The Office of the Higher Education Commission. The research instruments were a structured interview and a five rating scale questionnaires containing 120 items with the reliability of 0.936. The statistics in analyzing the data were frequency, percentage, mean, standard deviation, factor analysis and contents analysis.
The research results show that:
          1. The desirable characteristics of administrators in early childhood school had 6 factors as follow: 1) having dharma sovereignty, 2) enhance the cultures of community 3) capability in management, 4) popularity in profession, 5) wisdom and art, and 6) good personality  
          2. There were 53 indicators of desirable characteristics of administrators in early childhood school within 6 factors. First factor had 15 indicators, Second factor had 9 indicators, Third factor had 11 indicators, Fourth factor had 9 indicators, Fifth factor had 5 indicators, and Sixth factor had 4 indicators.
          3. The development of desirable characteristics of administrators in early childhood school had 53 indicators with the internal consistency reliability 0.915. When considered internal consistency of each factors, first factor had 0.955, second factor had 0.936, third factor had 0.959, fourth factor had 0.880, fifth factor had 0.869, and sixth factor had 0.869.
