การพัฒนาตัวบ่งชี้สมรรถนะผู้บริหารมหาวิทยาลัยราชภัฏ

Abstract

การศึกษาวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบของสมรรถนะผู้บริหารมหาวิทยาลัยราชภัฏ 2) พัฒนาตัวบ่งชี้สมรรถนะผู้บริหารมหาวิทยาลัยราชภัฏ และ 3) การตรวจสอบและยืนยันรูปแบบตัวบ่งชี้สมรรถนะผู้บริหารมหาวิทยาลัยราชภัฏ กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้เป็นผู้บริหารและคณาจารย์มหาวิทยาลัยราชภัฏทั่วประเทศ จำนวน 995 คน ตามข้อกำหนดของ การวิเคราะห์รูปแบบสมการโครงสร้างเชิงเส้น ที่ได้มาโดยการสุ่มแบบหลายขั้นตอน เครื่องมือที่ใช้ในการวิจัย คือแบบสอบถามแบบมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่น 0.929 วิเคราะห์ข้อมูลเพื่อหาค่าสถิติพื้นฐาน ได้แก่ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าสถิติที่ใช้ตรวจสอบความสอดคล้องระหว่างรูปแบบตามทฤษฎีกับข้อมูลเชิงประจักษ์ที่ได้จากการวิเคราะห์รูปแบบสมการโครงสร้างเชิงเส้น ด้วยโปรแกรมลิสเรล version 9.1 Activation code: 0826-F30C-1BA3-6C9D ประกอบด้วย ค่า  ค่า df ค่า p value ค่า RMSEA ค่า GFI ค่า AGFI ค่า RMR ค่า SRMR และค่า CN
ผลการวิจัยพบว่า
1. องค์ประกอบของสมรรถนะผู้บริหารมหาวิทยาลัยราชภัฏ ประกอบด้วย 1) สมรรถนะส่วนบุคคล 2) สมรรถนะทางสังคม และ 3) สมรรถนะบทบาทหน้าที่
2. ตัวบ่งชี้สมรรถนะผู้บริหารมหาวิทยาลัยราชภัฏ ประกอบด้วย1) ตัวบ่งชี้สมรรถนะส่วนบุคคล ได้แก่ การมุ่งผลสัมฤทธิ์ การบริการที่ดี การสั่งสมความเชี่ยวชาญในงานอาชีพ จริยธรรม และการทำงานเป็นทีม 2) ตัวบ่งชี้สมรรถนะทางสังคม ได้แก่ สภาวะผู้นำ วิสัยทัศน์ การวางกลยุทธ์ภาครัฐศักยภาพเพื่อนำการเปลี่ยนแปลง การควบคุมตนเอง และการให้อำนาจแก่ผู้อื่นและ 3) ตัวบ่งชี้สมรรถนะบทบาทหน้าที่ ได้แก่ ด้านความเป็นราชภัฏ ด้านความเข้าใจในองค์กร และด้านการพัฒนาท้องถิ่น
3. การตรวจสอบและยืนยันรูปแบบตัวบ่งชี้สมรรถนะผู้บริหารมหาวิทยาลัยราชภัฏ พบว่า รูปแบบตัวบ่งชี้สมรรถนะผู้บริหารมหาวิทยาลัยราชภัฏที่ปรับแก้แล้ว มีความสอดคล้องกับข้อมูลเชิงประจักษ์อยู่ในเกณฑ์ที่ดี โดยพิจารณาจากผลการตรวจสอบค่าสถิติ  = 78.34 ค่า p = .284 ที่ df = 72 GFI = 0.932 AGFI = 0.901 CN = 1,305.54 RMR = 0.257 SRMR = 0.0043 ดัชนีของค่าRMSEA = 0.081

ABSTRACT
The research aimed to 1) study the competency factors of the Rajabhat University administrators 2) develop the competency indicators of the Rajabhat University administrators and 3) assess and confirm the competency indicators of the Rajabhat University administrators. The samples employed in the study were 995 administrators and instructors of Rajabhat universities nationwide according to the analysis of Structural Equation Model, using Multi-stage Random Sampling method. The instrument used in the research was a 5-rating scale questionnaire with a reliability at 0.929. Data analysis was conducted by mean, standard deviation and the examining of the accordance value between theoretical models with the empirical data, analyzed by Structural Equation Models of the LISREL Program, version 9.10, activation code: 614F-A59F-F2D6-6064 with , df, p, RMSEA, GFI, AGFI, RMR, SRMR and CN.
The research results were as follows;
1. The competency factors of the Rajabhat University administrators consisted of 1) personal competency 2) social competency and 3) role competency. The factor loadings of Rajabhat University Administrators ranking from the highest to the lowest were social competency, personal competency and role competency, respectively.
2. The competency indicators of the Rajabhat University administrators consisted of 1) personal competency indicators which were achievement motivation, service mind, expertise, integrity, and teamwork 2) social competencies indicators which were leadership, visioning, strategic orientation, change leadership, self-control and empowering others and 3) the role competency indicators which were Rajabhat consciousness, organizational awareness behavior, and local development.
3. The research found that the improved competency indicators of the Rajabhat University administrators were accordant to the empirical data at a good level, considering the results of statistics confirmation including  =78.34, feasibility (p) = .284, free degree (df) = 72, accordant indicators (GFI)=0.932, improved accordant indicators (AGFI) = 0.901, sampling group (CN) = 1,305.54, RMR = 0.257, SRMR= 0.0043 and RMSEA = 0.081.
