STATE OF USE, EFFECTS AND MODEL OF COMMUNITY CHARTERS IN ROI-ET PROVINCE

Abstract

This mixed-methodology research aimed to 1) study the state of use and effects of model community charters in Roi-Et Province, 2) study the characteristics of model community charters in Roi-Et Province, 3) study the state of use conditions and effects that affect the of model community charters in Roi-Et Province, and 4) to construct the community charter model in Roi-Et Province. The samples of the qualitative research were people involved in the prototype public constitution in Roi-Et Province, 70 subjects. The samples of the quantitative research were 400 samples of Kamnan, village headman, administrators and members of the local council. Instruments used were focus group questionnaire and quantitative questionnaire. Data were analyzed by content analysis and statistics used were frequency, percentage, mean, standard, deviation, Pearson’s correlation and multiple linear regression.
Research results revealed that 1) the state of use and effects of model community charters in Roi-Et Province, in overall, were in high level. 2) The characteristics of model community charters in Roi-Et Province, in overall, were in high level. 3) The state of use and effects of model community charters in Roi-Et Province had statistically significant at the level of .05 which may correctly predict the people’s model community charters variation of 40.20% and 4) the people’s model community charters in Roi-Et Province were the development of ethical, moral and democratic concepts in the community as well as having an enforcement law in supporting the Act also integrated missions and functions with appropriate funding.
