The Guidelines for Participatory Management of the Child Development Center Si Satchanalai District, Sukhothai Province

Abstract

          This study investigated the current state, needs and guidelines for participatory management of Si Satchanalai Child Development Center, Sukhothai Province. The population was comprised of 175 participants, including chief executives of Local Administrative Organization, directors of Division of Education, Religion and Culture, educators, Child Development Center heads and teachers, Child Development Center executive committee representatives, and parents and 9 population. The research instruments were a questionnaire and a discussion group. The statistical devices employed were percentage, mean, standard deviation, priority index and content analysis.
          The results were as follows.
          1. The overall current state of participatory management of Si Satchanalai Child Development Center, Sukhothai Province was at a high level in all 5 aspects. Benefit participation obtained the highest mean, followed by participation in decision-making; supervision, monitoring and evaluation; planning; and operation, respectively. As for the needs for participatory management, all 5 aspects were overall at a high level, with benefit participation gaining the highest mean, followed by decision-making; supervision, monitoring and evaluation; planning; and operation, respectively.
          2. The guidelines for participatory management of Si Satchanalai Child Development Center, Sukhothai Province were as follows: as for planning participation, the executives, the teachers and the executive committee should jointly consider and propose action plans and budget provisions for the Center development, and establish networks with communities that would help provide facilities to the child development center, as for operational participation, the teachers and the executive committee should play a part in mobilizing educational resources for the Center, as for decision-making participation, the Center should invite local experts into the classroom to teach and to participate the 6 core activities, as for benefit participation, the committee should have discussions to exchange ideas and monitor educational performance in all sectors and as for participation in supervision, monitoring and evaluation,the parents, the community, the teachers, the educational personnel, the Local Administrative Organization, and the executive committee should have a role in supervision, monitoring and evaluation of the center’s performance and collectively work out development plans accordingly in order to achieve the mission and the community’s acceptance.
