The Condition and Problems of Preserving Digital Archived Records of Archives Institutes in Thailand

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพและปัญหาการสงวนรักษาเอกสารจดหมายเหตุดิจิทัลของหน่วยงานบริการจดหมายเหตุในประเทศไทย โดยใช้วิธีวิจัยเชิงคุณภาพ กลุ่มผู้ให้ข้อมูลหลัก คือ ผู้ปฏิบัติงานที่เกี่ยวข้องกับการสงวนรักษาเอกสารจดหมายเหตุดิจิทัลของหน่วยงานบริการจดหมายเหตุ จำนวน 16 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์กึ่งโครงสร้าง ผลการวิจัยพบว่า สภาพการสงวนรักษาเอกสารจดหมายเหตุดิจิทัลของหน่วยงานบริการจดหมายเหตุในประเทศไทย แบ่งเป็น 3 ด้าน คือ 1) ด้านนโยบาย หน่วยงานบริการจดหมายเหตุในประเทศไทยส่วนใหญ่มีการกำหนดนโยบายการสงวนรักษาเอกสารจดหมายเหตุดิจิทัลอย่างเป็นลายลักษณ์อักษร 2) ด้านการปฏิบัติ หน่วยงานบริการจดหมายเหตุมีการปฏิบัติเพื่อสงวนรักษาเอกสารจดหมายเหตุดิจิทัล มี 4 กระบวนการ ได้แก่ การแปลงไฟล์ การเปลี่ยนสื่อ การจำลองระบบ และการสำรองข้อมูล และ 3) ด้านเทคโนโลยี หน่วยงานบริการจดหมายเหตุใช้เทคโนโลยีในกระบวนการสงวนรักษาเอกสารจดหมายเหตุดิจิทัล ประกอบด้วยฮาร์ดแวร์ ได้แก่ เครื่องสแกนเนอร์ เครื่องแปลงเทปเสียง/วีดิทัศน์เป็นสื่อดิจิทัล เครื่องคอมพิวเตอร์แม่ข่าย อุปกรณ์เก็บข้อมูลบนเครือข่ายแบบ NAS และแบบ SAN และอุปกรณ์จัดเก็บข้อมูลแบบพกพา ซอฟต์แวร์ ได้แก่ ซอฟต์แวร์เชิงพาณิชย์ ซอฟต์แวร์โอเพนซอร์ส และซอฟต์แวร์ที่พัฒนาเอง และระบบเครือข่าย ได้แก่ ระบบเครือข่ายท้องถิ่น และระบบเครือข่ายอินเทอร์เน็ต ส่วนปัญหาในการสงวนรักษาเอกสารจดหมายเหตุดิจิทัล พบว่า หน่วยงานบริการจดหมายเหตุประสบปัญหาและอุปสรรคใน 3 ด้าน ได้แก่ ด้านนโยบาย ด้านบุคลากร และด้านงบประมาณ ผลการวิจัยนี้ใช้เป็นแนวทางในการพัฒนาการสงวนรักษาเอกสารจดหมายเหตุดิจิทัลให้มีประสิทธิภาพยิ่งขึ้น และนำไปใช้ในการสร้างเครื่องมือวิจัยในการวิจัยระยะต่อไป
