THE ISSUES IN THE LEGAL STRUCTURE OF THAI POLICE STATIONS WITHIN THE PREVENTIVE SYSTEM

Abstract

Introduction: This independent study aims to study the legal problems of the structure of Thai police stations in the prevention system compared to the structure of police stations in the prevention systems of Korea and Japan. This is because the National Police Act does not clearly define the structure, management, and form of patrol police and emphasizes the management of personnel distributed to the area. The number of personnel is insufficient and appropriate. There is no allocation of welfare and no determination of training to develop the knowledge and physical abilities of patrol police, resulting in ineffective prevention. Objective: The scope of the study focuses on examining the organization of structural models in the preventive system, the number of personnel, welfare, training, and the enhancement of both knowledge and physical capabilities of Thai patrol officers. Methods: This study is a qualitative study conducted through document research, gathering information from articles, reports, news, books, textbooks, research papers, academic documents, and electronic media. The collected data is analyzed to connect the arising issues and draw conclusions and recommendations for problem-solving in line with the study’s objectives. Results: In terms of the structure of the security system, there is no clear law in the National Police Act or any sub-regulations. The emphasis is on central administration rather than on the distribution of personnel to the area. The number of personnel is insufficient to suit the area of ​​responsibility. There is no allocation of necessary welfare, and there are no regulations for training to develop the knowledge and physical fitness of patrol police. Conclusion: The legal should be amended to be concrete, with clarity in content covering all important parts, and incorporate legal concepts from Korea and Japan.
