Abstract

This article describes the issues and development processes of administrative court enforcement in the European Union, along with case studies of administrative courts in France and Germany. The legal enforcement problems of administrative courts in the European Union, France, and Germany are complex in terms of interpretation and conflict with national law. In the European Union, law enforcement must consider compliance with Union law; in France, administrative courts are strict in regulating the powers of the executive branch, while in Germany, the court system emphasizes the protection of civil rights and strict adherence to constitutional law. As for the development process of administrative court enforcement in the European Union, France and Germany show a trend toward greater transparency and efficiency. In the European Union, administrative courts play an important role in ensuring the consistency of national and Union law, especially in the areas of human rights and the common market. France has developed a stronger role for administrative courts in monitoring the exercise of state power, while Germany focuses on developing a justice system that protects citizens' rights and freedoms and adheres to the principles of constitutional law. Courts in France and Germany are continually improving in response to social and political changes.
