Abstract
Introduction: The Office of the Council of Bansomdejchaopraya Rajabhat University was established according to the resolution of the University Council meeting No. 8/2558 on Thursday, August 20, 2015, by separating from the Central Administration Office of the President. This was done to enhance efficiency in management and to provide convenience and speed in operations, hence the establishment of the University Council Office. Objectives: 1) To study the level of factors affecting the effectiveness of the Rajabhat University Council Office, BanSomdejchaopraya. 2) To study the effectiveness of operations of the Rajabhat University Council Office, BanSomdejchaopraya. 3) To study the relationship of factors that affect effectiveness with the effectiveness of operations of the Rajabhat University Council Office, BanSomdejchaopraya. Method: Sample group of 277 people selected through cluster sampling followed by simple random sampling from 902 officials/university employees of Bansomdejchaopraya Rajabhat University, both teaching and supporting staff. A questionnaire was used as a tool for data collection, and data analysis was conducted using statistical methods including frequency, percentage, mean, standard deviation, t-test, F-test, and multiple regression analysis. Result: General status found that the majority of the sample group were female (61.4%), aged between 31- 45 years old (49.5%), held a bachelor's degree (83.4%), were single (49.5%), and earned a salary between 15,001 - 30,000 Baht (53.4%). Factors influencing the effectiveness of the Office of Bansomdejchaopraya Rajabhat University Council were largely agreed upon at a high level, ranked from the highest to the lowest as follows: characteristics of government officials/employees, environmental characteristics, organizational characteristics, and administrative and operational policy. Overall, the work performance of the Office of Bansomdejchaopraya Rajabhat University Council was also largely agreed upon at a high level, ranked from the highest to the lowest as follows: satisfaction, efficiency, and achievements. The relationship of factors affecting effectiveness with the effectiveness in the operation of the Council Office of Bansomdejchaopraya Rajabhat University. The analysis of the four independent variables found that two independent variables had a positive effect and one independent variable had a negative effect on the dependent variable. Arranging by the coefficient of regression from highest to lowest, they are: characteristics of management policy and practice, characteristics of civil servants/employees, and characteristics of the environment. These three variables are related to the effectiveness of the operations of the Council Office of Bansomdejchaopraya Rajabhat University, which can explain the variations in the effectiveness of the operations of the Council Office by up to 74.00 percent. This indicates that there are still other factors not accounted for that make up 26.00 percent that affect the effectiveness of the operations of the Council Office of Bansomdejchaopraya Rajabhat University. The equation obtained from the stepwise multiple regression analysis showed a statistical significance at the level of .000, with a standard error of the estimate regarding the effectiveness of the operations of the Council Office of Bansomdejchaopraya Rajabhat University equal to 5.85213
