Needs Assessment for Enhancing Moral Ethical Development among Lower Secondary School Students

Abstract
This research article aims to: 1) study the components and indicators of morals and ethics among lower secondary school students; and 2) study the current state, the expected state, and the priority needs to enhance the morals and ethics of lower secondary school students. The primary target groups included experts and qualified professionals selected based on specified criteria. The sample consisted of 377 lower secondary school students, determined using Krejcie and Morgan's (1970) table and selected through multi-stage random sampling. The data collection instruments were a questionnaire for ranking moral and ethical components, a questionnaire for evaluating the appropriateness of the components and indicators, and a questionnaire assessing the current state, expected state, and priority needs. Data were analyzed using descriptive statistics, including frequency, mean, mean rank, and the Modified Priority Needs Index (PNI modified). The research findings revealed that: 1) The components and indicators of morals and ethics for lower secondary school students consisted of honesty, gratitude, and discipline, comprising a total of 30 indicators. 2) Regarding the current state, the expected state, and the priority needs to enhance the morals and ethics of lower secondary school students, it was found that the overall current state for all 3) components was at a high level (Mean = 3.78), while the expected state was at the highest level (Mean = 4.94), and the priority needs index (PNI) was 0.306.
