EXPECTATIONS FOR LOCAL DEVELOPMENT OF THE PEOPLE IN PAK NAM THA RUEA SUBDISTRICT MUNICIPALITY MUEANG RANONG DISTRICT, RANONG PROVINCE

Abstract

The objectives of this paper were: 1) to study the condition of local development problems in the municipality of Pak Nam Tha Ruea Subdistrict, Mueang District, Ranong Province, and 2) to present the expectations of the local development of the people in the Municipality of Pak Nam Tha Ruea Subdistrict, Mueang District, Ranong Province with a qualitative research format through in-depth interviews. The study employed structured, open-ended interviews with a purposively selected sample of 17 participants. Data were analyzed using content analysis, and the research findings were presented through descriptive narration.

The results showed that (1) for the local development problems, the main problem was the delay in organizing the community. Due to legal constraints in certain areas, the development of infrastructure required an extended timeframe. In the social dimension, there were conflicts and cultural diversity between locals and migrant workers, affecting discipline and law enforcement. In terms of public order, the study found issues related to social unrest arising from illegal migrant labor, job displacement, interpersonal conflicts, and incidents of theft. (2) Regarding expectations for the local development, the public anticipated improvements in public utilities such as roads, electricity, and water supply as well as the acceleration of regulatory measures and the control of migrant labor. In the social dimension, the residents expected the establishment of clear, shared rules and regulations to promote discipline, equity, and the organization of community activities with active participation from government agencies to strengthen social cohesion. Regarding public order, the residents expected stricter law enforcement, solutions to crime and drug-related problems, the deployment of supervisory officers, and the installation of adequate lighting throughout the community. There was a public expectation for stricter social control over migrant workers. The community called for the establishment of clear regulations to promote discipline, ensure equality, and organize activities in collaboration with government agencies to strengthen public order. Additionally, the public expected enhanced law enforcement, measures to address crime and drug-related problems, the deployment of supervisory officers, and the installation of lighting throughout the community.
