Abstract
The power to create a constitution is a political power reserved to a state holder. It may appear in the form of a single person or a committee or public juristic person as an external state, according to the context. This power is used for implementing obligations enforced in accordance with political dynamics. Implementation is carried out primarily through a two-level process. The first one is to say that the will provides constitution. The second process translates intentions into written form called "provides constitution derive". These two mechanisms show the image of the constitution reflected through the provisions. It is therefore significantly relevant in response to the will of the state power holder.
