Strategic Planning and Quality Assurance for Enhancing 21st Century Student Competencies

Abstract
This academic article aims to propose a strategic management framework for planning and assuring the quality of secondary school students in response to the dynamic shifts of the 21st century. Amidst the global volatility of the VUCA world, educational objectives must transition from traditional content-oriented instruction toward a holistic development of competencies and character attributes. The conceptual analysis is structured into four dimensions: 1) structural challenges within contemporary educational quality assurance; 2) the integration of Systems Theory and the PDCA cycle with Instructional Leadership; 3) an operational framework featuring Individual Development Plans (IDP), Active Learning, and flexible authentic assessments; and 4) key success factors emphasizing Quality Culture and data-driven insights. The synthesis indicates that effective student quality strategies must transcend bureaucratic documentation to establish learning ecosystems that foster Learner Agency. This article recommends reforming quality assurance criteria to be context-specific and establishing robust collaborative networks to ensure sustainable student success in an increasingly globalized society.
