MANAGERIAL DEVELOPMENT WITH THE EFFECTIVE PARTICIPATION OF SUB-DISTRICT MUNICIPALITIES IN RAYONG PROVINCE

Abstract
The purpose of this study was fourfold: First, to investigate the state of the managerial situations of Sub-District Municipalities in Rayong Province; Second, to compare the managerial administration of Sub-District Municipalities with the point of views of administrators, municipality senators, municipality officers, and general citizen; Third, to analyze crucial factors toward the managerial administration of Sub-District Municipalities; and Fourth, to present the effective approaches for developing Sub-District Municipalities in Rayong. Data were collected via a set of 945 participant questionnaires by multi-stage random sampling techniques and analyzed by following statistics means, standard deviation, one-way MANOVA, and Stepwise-multiple regression correlation coefficient. Research results were as follows: (1) Most of managerial situations of Sub-District Municipalities in Rayong, such as participation, leadership, good government, organization networks, process management, and management effectiveness, were as high level (P<.05); 2) As comparative results on the effectiveness of Sub-District Municipalities among groups of administrators, municipality senators, municipality officers, and general citizen in terms of participation, leadership, good government, organization networks, process management, and management effectiveness, there were significant differences (P<.05); 3) There were 18 out of 101 issues as crucial variables on the effectiveness of Sub-District Municipalities, could explain the variance of dependent at 85.40 percent and at .05 level; and 4) Six appropriate approaches for developing Sub-District Municipalities were found, namely (1) Making Sub-District Municipalities developmental plans and building networks, (2) inspiration, (3) building a good climate, (4) making a good general services and adjustment, (5) making the evaluation system, and (6) developing officers’ skills.
