Abstract

This research aimed to study; the level of  new public administration,the level of  local development of sub-district administrative organizations in the area of study,new public administration factors affecting local development of sub-district administrative organizations in the area of study, and create model ofnew public administration integration for local development of sub-district administrative organizations in the area of study.The study was mixed in nature-quantitative and qualitative methods. With respect to the quantitative method, the sample of the study was comprised of 400people.The study instrument was a set of self- administered questionnaires. The samples of the second group,In regard to the qualitative method,comprised of 40persons. The statistics used for data analysis were frequency, percentage, mean and standard deviation. The statistic used for hypothesis test were Pearson’s co-relation , multiple regression by stepwise and data analysis for qualitative resultby content analysis.

            The results found were as follows.

1. The level of new public administration of sub-district administrative organizationsin Chumphon province, as a whole, was rated at a high level.


2. Thelevel of local development of sub-district administrative organizations in Chumphon province, as a whole, was rated at a high level.


3. New public administration factors affecting local development of sub-district administrative organizations in the area of studywith statistically calculated and revealed at 87.50percent(R² = .875) .The sub-variables in descending order of degree were; efficient use of resources, results-based management(RBM)rather than processed-orientation management scheme, private enterprise management pattern,public-private partnership (PPT) management, clear goals and key performance index (KPI), operating procedures reduction.The predictor variables could be displayed in equation in form of raw and standard marks as follows ;The regression equation of raw score Y  =  .339 + .204X3+ .291X4+ .062X5+.061X7+ .097X8 + .193X9 ,The regression equation of standard score  Zr=   .364Z4+ .249Z3+ .211Z9+ .144 Z8+.072Z5 + .070Z7
