Abstract

This article aimed to: (1) analyze essential needs for educational personnel development based on Ministry of Education policies and Department of Learning Encouragement operational focal points using the PNIModified technique; (2) develop the BKK-AI model for educational personnel development in applying artificial intelligence to learning management; (3) study the effects of the BKK-AI model on educational personnel competency in AI implementation; and
(4) evaluate the BKK-AI model implementation using the CIPPIEST Model framework. The study was conducted in two phases. Phase 1 analyzed essential needs among a sample of 234 educational personnel under the Bangkok Office of Learning Encouragement. Results indicated that competency in applying artificial intelligence to learning management yielded the highest priority need index (PNIModified = 0.6307). Phase 2 involved the development and evaluation of the BKK-AI model with a sample of 300 participants. Research instruments included a competency test, a practical performance assessment, and a project evaluation form based on the CIPPIEST Model. Findings revealed that the BKK-AI model consists of 5 core components. Post-training competency scores were significantly higher than pre-training scores at the .01 level. Practical performance assessment results were rated at a good level, and overall project evaluation using the CIPPIEST Model was also rated at a good level, with Context receiving the highest score and Sustainability receiving the lowest. In conclusion, the BKK-AI model demonstrates sufficient quality and efficiency to serve as a prototype for developing educational personnel in AI application for learning management, scalable to other agencies.
