Factors of Public Participation Affecting Local Development in Nong Khan Song Subdistrict, Mueang District, Trat Province.

Abstract
The objectives of this study were: 1) to examine public opinions regarding civic participation and local development in Nong Khansong Subdistrict, Mueang District, Trat Province, and 2) to analyze the factors of public participation that influence local development in the same area. This quantitative research employed the theoretical framework of public participation by Cohen and Uphoff (1980) and the concept of local development proposed by Natcha Thipanet (2022). Data were collected from 400 residents of Nong Khansong Subdistrict, using Cochran’s (1953) formula for infinite population sampling. The research instrument was a structured questionnaire. Data were analyzed using frequency, percentage, mean, standard deviation, and multiple regression analysis at the 0.05 level of statistical significance. The results of the study are as follows: 1) Public opinions on participation were at a high level overall, with the highest emphasis on benefit-sharing, followed by evaluation, implementation, and decision-making respectively. Similarly, opinions on local development were also at a high level, with education, religion, and cultural heritage ranking highest, followed by infrastructure, quality of life, and economic development. 2) Public participation factors that significantly influenced local development were, in descending order: participation in evaluation, benefit-sharing, decision-making, and implementation. The model's explanatory power was 84.7%. New Knowledge: A novel contribution of this study is the development of the "Participatory Sequenced Engagement Model," which proposes a new theoretical ordering of participation dimensions that most effectively drive local development. This model suggests initiating engagement through downstream components (evaluation and benefit-sharing) to build trust and motivation among citizens before advancing to decision-making and operational involvement.
