Development of Safety Management Model in Early Childhood Schools of Private School Administrator Association in Chonburi Province

Abstract
This article study aimed to: (1) identify the challenges in safety management in early childhood educational institutions, (2) design and develop a safety management model, (3) evaluate the proposed model, (4) compare the outcomes before and after implementing the model, and (5) examine the model’s efficiency, effectiveness, and value. The sample group for identifying challenges consisted of 16 early childhood educational institutions under the Association of Private School Administrators in Chonburi Province. Data was collected from 80 participants. The experimental group consisted of ten participants from Phonpraemae Kindergarten School. The research instruments included questionnaires, the proposed model, evaluation forms, pre- and post-tests, and assessment tools for measuring the model’s efficiency, effectiveness, and value. The content validity of the research instruments was assessed by five experts, the IOC score of the items were between 0.80–1.00. Data analysis was conducted using descriptive statistics such as frequency, percentage, mean, standard deviation, t-tests, and content analysis for qualitative research. The research results were revealed that; 1) The overall challenges related to safety management in early childhood institutions in Chonburi Province were at a low level. 2) The proposed model, which consisted of five components: (1) planning, (2) implementation, (3) monitoring, (4) evaluation, and (5) Reflection 3) A content validity score of the model was between 0.80–1.00. 4) The experimental results showed that post-intervention outcomes were significantly higher than pre-intervention outcomes at the .01 level of significance. And 5) The model’s efficiency, effectiveness, and value were rated at the highest levels. The suggestion for research implementation that the PIMER model should be implied in the educational management for the best practice innovation.
