Decentralizing to Local Government by a Governor Election of a Province in the Western Region

Abstract

The research objectives were 1) to analyze the decentralizing to local government by a governor election of a province in the western region, 2) to evaluate the problems and obstacles in the decentralizing to local government by a governor election of a province in the western region, and (3) to offer guidelines for the decentralizing to local government by a governor election of a province in the western region. The research was qualitative. The key informants in this study were 20 politicians, government officials, academics, and voters living in a province in the western region by a purposive selection. The research tool includes a semi-structured form.  Data were analyzed by using descriptive summary. The research results found that

1) The decentralizing to local government by a governor election of a province in the western region consisted that it was necessary to create knowledge and promoted public participation. The demands of people would be the catalyst for decentralization to the local level, pushing for amendments to various laws required support from political parties and politicians. The structure and system of public administration were quite complex. Reform must be done gradually and the patronage system must be revised,

2) The decentralizing to local government by a governor election of a province in the western region, including arguments between people with different opinions, supported from political parties, overlapping authority and duties, the ownership of power, and the concerns of people,

3) The guidelines for the decentralizing to local government by a governor election of a province in the western region should be established, related laws, a clear budget, good relationships between various government agencies and creating awareness, understanding, and awareness of the importance of electing provincial governors and the role of  people as owners of sovereignty.
