บทคัดย่อ
บทความนี้เป็นการวิจัยเอกสารมีวัตถุประสงค์ในการสำรวจและทบทวนวรรณกรรมที่เสนอปรากฏการณ์เกี่ยวกับสื่อ/เทคโนโลยีดิจิทัลในการอพยพย้ายถิ่น โดยแบ่งเป็น 3 หัวข้อ ได้แก่ 1) บูรณาการศึกษาระหว่างสื่อและการอพยพย้ายถิ่น 2) การสื่อสารดิจิทัลกับการอพยพย้ายถิ่น และ 3) การอพยพย้ายถิ่นดิจิทัลศึกษา (digital migration studies) ทั้งมิติญาณวิทยา กระบวนทัศน์ วิธีวิทยา และจริยธรรมในการวิจัย บทความนี้เสนอว่าผู้อพยพใช้สื่อ/เทคโนโลยีที่สัมพันธ์กับการอพยพย้ายถิ่น ในฐานะที่เป็นเครื่องมือสื่อสารในชุมชนคนอพยพและระหว่างผู้อพยพกับสมาชิกต้นทางการย้ายถิ่น การแสดงอัตลักษณ์ การสร้างชุมชนเสมือน การเคลื่อนไหวทางการเมือง จนเกิดเป็น “สื่อผู้พลัดถิ่น” และที่สำคัญคือเป็นโครงสร้างพื้นฐานสนับสนุนให้เกิดการอพยพย้ายถิ่นอย่างต่อเนื่อง ขณะเดียวกัน สื่อและเทคโนโลยีเป็นเครื่องมือของรัฐในการเผยแพร่อุดมการณ์ทางการเมืองและเป้าหมายทางเศรษฐกิจ ควบคุมการเคลื่อนย้ายและการจัดการการย้ายถิ่น จนในปีค.ศ.2015 ช่วงสถานการณ์วิกฤติผู้ลี้ภัย/ผู้อพยพเข้าสู่ยุโรป นักวิชาการและผู้ที่เกี่ยวข้องได้ติดตามศึกษาปรากฏการณ์และได้สร้างแนวทางการอพยพการย้ายถิ่นดิจิทัลศึกษา เพื่อพยายามชี้ให้เห็นถึงความสัมพันธ์เชิงอำนาจของผู้กระทำการที่เกี่ยวข้องและลำดับชั้นของการใช้สื่อและเทคโนโลยีดิจิทัลในการอพยพย้ายถิ่น และตั้งคำถามถึงการเข้าถึงและใช้ประโยชน์ของข้อมูลขนาดใหญ่ ข้อค้นพบประการสำคัญคือความรุ่งเรื่องของศาสตร์ทางด้านข้อมูล ด้านหนึ่งหมายถึงความเจริญก้าวหน้าในการใช้เทคโนโลยี แต่อีกด้านหนึ่งอาจลดทอนความเป็นมนุษย์ เมื่อข้อมูลเหล่านี้ถูกนำไปใช้ในการสร้างนโยบายการจัดการการอพยพที่ก่อให้เกิดความไม่เท่าเทียมหรือสร้างอคติขึ้นกับผู้อพยพและผู้ลี้ภัย
