แนวทางการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่นตำบลบางครุ อำเภอพระประแดง จังหวัดสมุทรปราการ

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) การมีส่วนร่วมของประชาชน (2) ปัจจัยที่ส่งผลต่อการมีส่วนร่วมของประชาชน และ (3) แนวทางการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่นตำบลบางครุ อำเภอพระประแดง จังหวัดสมุทรปราการ เป็นการวิจัยแบบผสมผสาน มีกลุ่มตัวอย่าง 394 คน ใช้แบบสอบถาม และวิเคราะห์ด้วยสถิติเชิงพรรณนาและสถิติเชิงอนุมาน (t-test และ One-way ANOVA) เก็บข้อมูลจากการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ 15 คน วิเคราะห์ด้วยการจัดหมวดหมู่ประเด็นหลักและประเด็นรอง ผลการวิจัยพบว่า (1) การมีส่วนร่วมของประชาชน โดยรวมอยู่ในระดับมาก (x̄ = 4.42) ได้แก่ ด้านการสร้างความผูกพันความเข้มแข็งในท้องถิ่น (x̄ = 4.49) ด้านการมีส่วนร่วมในการตัดสินใจ (x̄ = 4.42) ด้านการตอบสนองความต้องการในการพัฒนาท้องถิ่น (x̄ = 4.41) และด้านการมีส่วนร่วมในการดำเนินการ (x̄ = 4.39) (2) ปัจจัยที่ส่งผลต่อการมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่นโดยรวมอยู่ในระดับมาก (x̄ 4.29) ได้แก่ ด้านอิทธิพลของผู้นำ, ด้านผลประโยชน์จากการเข้าร่วม, ด้านการปฏิบัติงาน (x̄ = 4.41) ด้านการแก้ไขปัญหา (x̄ = 4.39) (3) แนวทางการส่งเสริมการมีส่วนร่วมที่สำคัญคือ การที่ประชาชนได้รับประโยชน์ โดยเน้นการส่งเสริมการเรียนรู้ การแก้ไขปัญหาร่วมกัน การเสริมสร้างศักยภาพชุมชนในการพึ่งตนเอง และการทำงานร่วมกับทุกภาคส่วน ผลการวิจัยนี้สามารถใช้เป็นแนวทางสำหรับองค์กรปกครองส่วนท้องถิ่นในการออกแบบนโยบายและกิจกรรมที่มุ่งเน้นการสร้างผลประโยชน์ที่เป็นรูปธรรมและการเสริมสร้างบทบาทผู้นำ เพื่อส่งเสริมการมีส่วนร่วมของประชาชนในพื้นที่กึ่งเมืองกึ่งชุมชนได้อย่างมีประสิทธิภาพ
