การขับเคลื่อนการปฏิบัติงานของผู้นำองค์กรปกครองส่วนท้องถิ่น ภายใต้หลักธรรมาภิบาล: กรณีศึกษาอำเภอบ้านนาเดิม จังหวัดสุราษฎร์ธานี

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์ 1) เพื่อศึกษาการปฏิบัติงานของผู้นำองค์กรปกครองส่วนท้องถิ่น ภายใต้หลักธรรมาภิบาล กรณีศึกษาอำเภอบ้านนาเดิม จังหวัดสุราษฎร์ธานี 2) เพื่อวิเคราะห์ปัญหาและอุปสรรคของการปฏิบัติงานของผู้นำองค์กรปกครองส่วนท้องถิ่น ภายใต้หลักธรรมาภิบาล 3) เพื่อหาแนวทางการขับเคลื่อนการปฏิบัติงานองค์กรปกครองส่วนท้องถิ่น ภายใต้หลักธรรมาภิบาล การวิจัยครั้งนี้ เป็นวิจัยแบบผสมผสาน ประกอบด้วยวิจัยเชิงปริมาณ เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามกับผู้ใช้บริการ และบุคลากรที่ปฏิบัติงานในบุคลากรของที่ผู้ปฏิบัติงานในพื้นที่ จำนวน 400 คน และการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลผ่านการสัมภาษณ์ผู้นำท้องถิ่น เกี่ยวข้องกับการปฏิบัติงานได้ทำการเก็บรวบรวมข้อมูลผ่านการสัมภาษณ์ผู้นำท้องถิ่นที่มีส่วนเกี่ยวข้องกับการปฏิบัติงานใน 5 หน่วยงาน ในอำเภอบ้านนาเดิม จังหวัดสุราษฎร์ธานี โดยทำการวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า 1) พบว่าผู้นำองค์กรปกครองส่วนท้องถิ่นของอำเภอบ้านนาเดิม จังหวัดสุราษฎร์ธานี มีผลการประเมินอยู่ในระดับมาก ในด้านหลักนิติธรรม หลักคุณธรรม และหลักความคุ้มค่า ในขณะที่หลักความโปร่งใส หลักภาระรับผิดชอบ และหลักการมีส่วนร่วมอยู่ในระดับปานกลาง ( = 3.40) 2) พบว่าปัญหาอุปสรรคการปฏิบัติงานของผู้นำองค์กรท้องถิ่นภายใต้หลักธรรมาภิบาล โดยรวมมีความคิดเห็นอยู่ในระดับปานกลาง (
= 2.98) และ 3) แนวทางการขับเคลื่อนการปฏิบัติงานองค์กรปกครองส่วนท้องถิ่น ภายใต้หลักธรรมาภิบาล โดยภาพรวมพบว่า ด้านบุคลากรการขาดแคลนทรัพยากรบุคคลในหน่วยงานขององค์กรปกครองส่วนท้องถิ่น เป็นปัญหาที่รุนแรง ด้านการสนับสนุน ขาดความพร้อมทางเทคนิคและบุคลากรในการสนับสนุนประชาชนที่ครอบคลุมทุกด้าน ด้านงบประมาณที่ได้รับการจัดสรรน้อย ไม่เพียงพอกับความต้องการ และขาดแคลนวัสดุอุปกรณ์สำหรับการดำเนินงาน
