บทคัดย่อ
การวิจัยนี้เป็นการวิจัยแบบผสมผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณและเชิงคุณภาพ มีวัตถุประสงค์เพื่อศึกษาแหล่งที่มาและวิเคราะห์ปัจจัยที่ส่งผลต่อการสร้างสรรค์นวัตกรรมภาครัฐขององค์กรปกครองส่วนท้องถิ่นในการเพิ่มประสิทธิภาพในการให้บริการประชาชน จังหวัดปทุมธานี การวิจัยเชิงปริมาณ มีกลุ่มตัวอย่างจำนวน 400 คน โดยใช้วิธีการสุ่มแบบหลายขั้นตอน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม และวิเคราะห์ข้อมูลด้วยสถิติค่าความถี่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์สมการถดถอย การวิจัยเชิงคุณภาพ เก็บข้อมูลด้วยการศึกษาเอกสาร สัมภาษณ์เชิงลึก และการสังเกตการณ์แบบไม่มีส่วนร่วมจากกลุ่มผู้ให้ข้อมูลสำคัญ 28 คน และวิเคราะห์ข้อมูลโดยวิธีการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) แหล่งที่มาของนวัตกรรมภาครัฐขององค์กรปกครองส่วนท้องถิ่นในจังหวัดปทุมธานี ได้แก่ ความต้องการของประชาชน เครือข่ายความร่วมมือ การศึกษาดูงานจากที่อื่น มหาวิทยาลัย ผู้บริหารองค์กร การบริหารจัดการเชิงรุก และพนักงานของรัฐ 2) ปัจจัยที่ส่งผลต่อการสร้างสรรค์นวัตกรรมการให้บริการขององค์กรปกครองส่วนท้องถิ่นในจังหวัดปทุมธานี มี 5 ปัจจัยที่สอดคล้องกันทั้งสองวิธีการ ได้แก่ ปัจจัยด้านภาคีเครือข่ายความร่วมมือ การบริหารจัดการองค์การ นโยบายขององค์การ สภาพแวดล้อมในการทำงาน และผู้นำองค์การ และการวิจัยเชิงคุณภาพยังพบ 3 ปัจจัยใหม่ คือ ปัจจัยปัญหาและบริบทเชิงพื้นที่ การขยายตัวของเมือง และการนำเทคโนโลยีมาใช้ในองค์การ ข้อเสนอแนะในการวิจัย คือ ภาครัฐและองค์กรปกครองส่วนท้องถิ่นควรวิเคราะห์และออกแบบนวัตกรรมให้เหมาะสมกับปัญหาและบริทบทในพื้นที่ โดยการส่งเสริมและพัฒนาเครือข่ายความร่วมมือกับภาคส่วนอื่น-ภาครัฐ ภาคเอกชน ภาคประชาชน เพื่อพัฒนาและสนับสนุนการนำเทคโนโลยี นวัตกรรมมาใช้ในการเพิ่มประสิทธิภาพการบริการประชาชน
