กลยุทธ์การพัฒนาสมรรถนะประจำสายงานของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดตาก

บทคัดย่อ
บทความนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสมรรถนะประจำสายงานของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดตาก 2) เพื่อศึกษาสภาพ ปัญหา และปัจจัยที่เกี่ยวข้องกับการพัฒนาสมรรถนะประจำสายงานของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดตาก 3) เพื่อพัฒนากลยุทธ์สมรรถนะประจำสายงานของครูในสถาน ศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดตาก และ 4) เพื่อประเมินกลยุทธ์การพัฒนาสมรรถนะประจำสายงานของครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาจังหวัดตาก มี 4 ขั้นตอน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม การสนทนากลุ่ม การประชุมเชิงปฏิบัติการ การสัมมนาอิงผู้เชี่ยวชาญ และการใช้แบบประเมินกลยุทธ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า กลยุทธ์ที่พัฒนาขึ้น มี 8 กลยุทธ์ ได้แก่ 1) เพิ่มประสิทธิภาพการวางแผนพัฒนาครูให้มีสมรรถนะ 2) พัฒนาสภาพแวดล้อมและระบบสารสนเทศให้เอื้อต่อการพัฒนาสมรรถนะ 3) พัฒนาระบบและกลไก นิเทศ กำกับ ติดตามและประเมินผลแผนพัฒนาสมรรถนะ 4) เพิ่มขีดสมรรถนะประจำสายงานของครูในด้านภาวะผู้นำทางวิชาการ 5) สนับสนุนปัจจัยด้านงบประมาณ บุคลากร วัสดุอุปกรณ์ และแหล่งเรียนรู้ในการดำเนินงานพัฒนาสมรรถนะประจำสายงานของครู 6) เพิ่มประสิทธิภาพการดำเนินงานพัฒนาสมรรถนะประจำสายงาน 7) ส่งเสริมการนำเทคโนโลยีและนวัตกรรมมาใช้ในการพัฒนาผู้เรียน และ 8) เสริมสร้างและยกระดับเครือข่ายความร่วมมือในการดำเนินงานพัฒนาครูให้มีสมรรถนะ
ผลการประเมินกลยุทธ์ พบว่า มีความสอดคล้อง อยู่ในระดับมากที่สุด ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ อยู่ในระดับมาก
