Application of Modern Organization Management to Develop Community Administration Efficiency of the Eastern Bangkok Community Group Committee

Abstract
This research aimed to 1) study the modern organization management of the Eastern Bangkok Community Group, 2) study the development of the community management efficiency of the Eastern Bangkok Community Group, and 3) apply the modern organization management to develop the community management efficiency of the Eastern Bangkok Community Group. This qualitative research employed in-depth interviews with three groups of key informants: (1) government officials and personnel from the Bangkok Metropolitan Administration, (2) community committee members from six districts, and (3) academics and experts with knowledge in community management. The data were analyzed using descriptive content analysis, framed by concepts of modern organizational management, good governance, and participatory administration. The findings revealed that applying modern organizational management concepts enhanced the efficiency of community committee operations in various aspects, including data management, internal communication, data-driven decision-making, and external collaboration. However, structural and resource-based limitations were found, such as discontinuous budget allocations, administrative delays, and the shortage of personnel with specialized expertise. Policy recommendations include developing an integrated support system for community administration, strengthening the capacity of community committees through continuous training, and creating mechanisms for genuine citizen participation at all levels. These efforts aim to ensure that community administration effectively and sustainably responds to future changes.
