Guidelines for Developing the Competencies of Migrant Workers in the Construction Industry for Small and Medium-Sized Enterprises in Thailand

Abstract
This research aims to 1) study the competencies of migrant workers in the construction industry; 2) examine the factors of human resource management in the construction industry; 3) compare the competencies of migrant workers in the construction industry based on the characteristics of the establishments; 4) investigate the factors of human resource management that affect the competencies of migrant workers in the construction industry; and 5) propose guidelines for the development of the competencies of migrant workers in small and medium-sized construction businesses in Thailand. This is a quantitative research study, and data were collected using questionnaires from a sample group of 385 representatives of small and medium-sized construction businesses that currently employ migrant workers. The sampling methods used were stratified random sampling and purposive sampling. The statistics used for data analysis include mean, standard deviation, F-test, and multiple regression analysis (MRA).
The research findings revealed that 1) the overall opinion level regarding the competencies of migrant workers in the construction industry was low. When examined individually, most aspects were rated low, except for safety awareness, which was rated moderate, and technological skills, which were rated the lowest. 2) The overall opinion level regarding human resource management factors in the construction industry was low. When examined individually, most aspects were rated low, except for recruitment and compensation/welfare, which were rated moderate; 3) construction businesses with different durations of operation, the proportion of migrant workers to total workers, the average tenure of migrant workers, and the average annual income of the business showed significantly different levels of opinions on the competencies of migrant workers in the construction industry at the.05 significance level; 4) human resource management factors that significantly affected the competencies of migrant workers in the construction industry at the.05 significance level included retention, personnel competency development, recruitment, and monitoring and evaluation; and 5) there are four proposed guidelines for developing the competencies of migrant workers in the construction industry within small and medium-sized enterprises in Thailand.
