บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อนำเสนอแนวคิดในการจัดการสถาบันความปลอดภัยแห่งมหาวิทยาลัยเกริกที่เป็นหน่วยงานใหม่ เนื่องจากปัจจุบันมหาวิทยาลัยได้พัฒนาการเรียนการสอนที่มีหลักสูตรวิทยาลัยนานาชาติและอิสลามศึกษา ทำให้สังคมวิชาการของมหาวิทยาลัยเกริกประกอบด้วยผู้คนที่หลากหลาย ทั้งภาษา เชื้อชาติ และวัฒนธรรม ฯลฯ มาศึกษาและมาทำงานร่วมกัน ด้วยความคำนึงถึงการเป็นชุมชนที่ความปลอดภัย ทางมหาวิทยาลัยจึงได้จัดตั้ง “สถาบันการจัดการความปลอดภัย” ขึ้นเพื่อบริหารจัดการและดูแลบุคคลที่เกี่ยวข้องให้มีความปลอดภัยจากอุบัติภัยในรูปแบบต่างๆ ทั้งภัยพิบัติทางธรรมชาติและภัยพิบัติจากการกระทำของมนุษย์ ในการนี้ ผู้เขียนได้ทำการทบทวนอนาคตภาพสถาบันการจัดการความปลอดภัยแห่งนี้ โดยผู้เขียนเสนอแนวคิดว่า ควรให้ความสนใจดูแลความปลอดภัยจากภัยพิบัติเป็นความสอดคล้องกับนโยบายของประเทศที่ได้อ้างถึงในแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 13 (พ.ศ. 2566-2570) ของสำนักงานสภาพัฒนาการเศรษฐกิจและสังคมแห่งชาติ และสอดคล้องกับนโยบายความร่วมมือการพัฒนาระหว่างประเทศแบบพหุภาคีของสหประชาชาติที่กล่าวไว้ในเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals) ข้อตกลงอาเซียน และ โครงการเส้นทางสายไหมศตวรรษที่ 21 (Belt and Road Initiative) และเพื่อให้สถาบันฯ สามารถดำเนินการได้อย่างมีประสิทธิภาพและก่อให้เกิดประสิทธิผล ผู้เขียนได้เสนอกรอบแนวคิดและแนวทางต่างๆเพื่อเป็นรากฐานในการขับเคลื่อนงาน อันได้แก่ คือ แนวคิดองค์การสมัยใหม่ การจัดการสมัยใหม่ การจัดการสาธารณภัย การจัดการความเสี่ยงและการลดผลกระทบ การบริหารจัดการแบบมีส่วนร่วม และการศึกษาเพื่อการพัฒนาที่ยั่งยืน
