Implementation of Social Welfare Management Policies for Housing and Prevention of COVID-19 for Foreign Workers to Practice

Abstract

The purposes of this research are to: 1) study the implementation of social welfare management policies towards migrant workers; 2) study the problems and obstacles in implementing social welfare management policies towards migrant workers; and 3) present solutions to problems in applying social welfare management policies to migrant workers in terms of housing and health problems of foreign workers to the Department of Labor Protection and Welfare. This is qualitative research. The tools used to collect data are cameras and sound recorders. Non-participatory observation and a structured interview are used to conduct a content analysis.

The results showed that 1) the overall picture of the policy still lacks clarity and continuity. Housing standards and measures are in place to control the spread of COVID-19. But the law does not give Social Welfare Department officials the power to inspect migrant workers' living areas outside the operating areas of operators. 2) Social Welfare Department staff are uninformed. If there are problems on construction sites, they will know when they go to the sites or when they are informed of complaints, and then they will go investigate. Moreover, inspecting officers with legal authority are insufficient for provincial areas. 3) Problems and policy obstacles facing foreign workers can be classified into two aspects: (1) the livelihood of foreign workers; and (2) the health of foreign workers. Specifying the residential area of foreign workers, known as Zoning, which is defined as a specific area for foreign workers to live only, can be used to help in effective management.
