An Analysis of Alternatives to Eeducing HIV Infection According to the Concept of Cost and Effectiveness Analysis to Formulate Public Policy in Thailand

Abstract

The article to be An Analysis of Alternatives to Reducing HIV Infected Person by the Concept of Cost and Effectiveness Analysis in Determining Public Policies in Thailand was to have the objectives 1) to analyze alternative policies in determining alternative policies to reduce New HIV infected persons in Thailand are by the HIV Political Declaration at the United Nations Political Declaration on HIV 2016 and 2) to suggest the choice of an effective policy for public health. The researcher collected data from credible documents to the government which was the agency that set the policy to prevent and solve the AIDS problem. To analyze the presentation of the different policy options including the achievement and objectives of the policy cost and effectiveness analysis methods, measurement / criteria data collection used in public policy analysis, findings and conclusions.


The results of the study were shown that the second option, "treating HIV-infected people with public-sector antiretroviral drugs" should be a suitable option for Thailand to the formulation of public policy to reduce new HIV infected people to achieve the goal of ending the AIDS problem within a specified period because the said the alternative policy has the lowest cost which was by the principle of cost and effectiveness analysis (Cost-Effectiveness Analysis) but more effective. To reduce the number of new infections more than the specified target.
