Abstract

This research is aimed (1) to study participatory waste management according to the 3Rs principles, civil state integrated with the government, public sector and community using the principles of “Bowon” and (2) to study waste management according to the 3Rs to generate income, create and organize welfare in Kong Thanu Subdistrict, Mueang District, Lop Buri Province. The research was area-based research, namely Kong Thanu Subdistrict Administrative Organization, Muang District, Lop Buri Province. Key informants selected by purposive sampling were Chief Executive of the Subdistrict Administrative Organization, Chief Administrator of the Subdistrict Administrative Organization, employees in the district and 15 people participating in the Kong Thanu Subdistrict waste management project. The tool used in the research was in-depth interviews. Data was analyzed by content analysis. The results of the research were as follows:

Waste management guidelines of Kong Thanu Subdistrict Administrative Organization, Muang District, Lop Buri Province, had a policy and plan to support the community to become a waste-free community and support proper waste management according to the 3Rs principles by integrating with the government, public sector and communities. "Bowon" principle was used by inviting people to participate in the waste management together with the Subdistrict Administrative Organization, in which people joined the memorandum of agreement on waste management as follows: (1) Supporting waste management by procuring entrepreneurs to buy waste to obtain a reasonable price (2) Sorting out waste to be as a model for people in the community and promote the importance of waste sorting management and to support the establishment of a waste disposal bank for cremation at Kong Thanu Subdistrict and (3) Integration of waste management by a joint management model for development guidelines of waste management models according to the 3Rs, generating income,  and creating fund of waste bank. People who participate in the project had to sort waste and sell it to the waste bank at the specified are once a month and they had the right to receive benefits upon death for each person not less than 85,000 baht.
