The Origins and the Implementation of Park Chung Hee’s ‘Wheat Flour’ Policy: An Analysis of Achievements

This paper aims to examine the origins and the implementation of Park Chung Hee’s ‘wheat flour’ policy that leads to factor analysis of the policy’s success. For the conceptual framework, Louis Althusser’s concept of “Ideology and ideological state apparatuses” is employed for analyzing the government policy at that time which employed for the description of the success of the policy which is entwined with the concept of state apparatuses. To obtain the hegemony, the repressive state power and the ideological state apparatus are required as an important tool in implementing the policy. The analysis of the successes will briefly clarify how the wheat flour policy dominates the society at such time and how the overall of South Korean eating culture changes under the operation of the state and various factors.
