An Analysis of One Tambon One Product (OTOP) Project: Problems, Obstacles, Achievements

Abstract

This article has an objective to examine problems, obstacles, and achievements of One Tambon One Product (OTOP) project of Thailand. The qualitative study collects data from documentary research plus in – depth interviews and uses descriptive analysis. It also applies SWOT analysis to determine and define strengths, weaknesses, opportunities, and threats of the OTOP project as a part of OTOP – Thailand 4.0 framework under the three universal principles of One Village One Product (OVOP) of Japan consisting of (1) local yet global; (2) self–reliance creativity; and (3) human resource development.

The research shows in terms of local yet global principle, the OTOP project has the strengths in local wisdom and traditional culture, setting a product standard, and achievement in sales and branding. But, OTOP has the weaknesses in lacking products identity, overemphasizing on tangible products and having oversupply problem. About packaging, this project fails to develop packaging styles and needs to improve product storytelling as well as research and development (R &D). OTOP has opportunities from Thailand 4.0 strategy, the OTOP Inno–Life project, and marketing support through events and online platform.

In self-reliance creativity principle, the study finds OTOP’ strengths come from its achievement in developing the SMEs entrepreneurs, creating job, generating income, and enhancing online creativity of entrepreneurs. Concerning weaknesses, the OTOP project fails to develop entrepreneurial community, highly depends on government support and financial loan. Meanwhile, OTOP entrepreneurs lack the creative thinking and product R&D. The project has opportunities from Thailand 4.0 strategy and the OTOP Inno–Life project plus support from the expert and designer team. About threats, the self – reliance creativity policy is unclear, local resources and raw materials are similar, there is a problem of product imitation among entrepreneurs as well.

In human resource development principle, the strengths come from the human resource training projects and OTOP schools. But, the weakness is these sessions are only in the short term. Besides, the OTOP project does not have host agencies and permanent projects to improve technical and academic training. The opportunities of OTOP come from the Thailand 4.0 strategy. About threats, OTOP receives inadequate financial support and gives attention to human resource development less than generates incomes and produces tangible products.
