การพัฒนารูปแบบการบริหารมหาวิทยาลัยมหาจุฬาลงกรณีราชวิทยาลัยที่มีประสิทธิผล THE DEVELOPMENT OF AN EFFECTIVE ADMINISTRATION MODEL OF MAHACHULALONGKORNRAJAVIDYALAYA UNIVERSITY

Abstract

บทคัดย่อ

            การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัยที่มีประสิทธิผล ตรวจสอบคุณภาพของรูปแบบ และประเมินรูปแบบการบริหารมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ที่มีประสิทธิผล โดยใช้การวิจัยและพัฒนา (Research and Development) มีการดำเนินการวิจัย 4 ขั้นตอน คือ 1) ศึกษาแนวคิดเชิงทฤษฎีและการปฏิบัติในการบริหารมหาวิทยาลัยที่มีประสิทธิผล 2) ยกร่างรูปแบบการบริหารมหาวิทยาลัยที่มีประสิทธิผล
3) ตรวจสอบร่างรูปแบบการบริหารมหาวิทยาลัยที่มีประสิทธิผล และ 4) ประเมินรูปแบบการบริหารมหาวิทยาลัยที่มีประสิทธิผล เครื่องมือที่ใช้เก็บรวบรวมข้อมูล ได้แก่ แบบสัมภาษณ์เชิงลึก แบบบันทึกการสนทนากลุ่ม แบบตรวจสอบคุณภาพและแบบประเมินรูปแบบ

            ผลการวิจัยโดยสรุป 1) รูปแบบการบริหารมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัย ที่มีประสิทธิผล ประกอบด้วย หลักการแนวคิดของรูปแบบการบริหาร วัตถุประสงค์ของรูปแบบ ระบบของรูปแบบการบริหาร และเงื่อนไขสู่ความสำเร็จ สำหรับรูปแบบการบริหารเป็นการบริหารเชิงระบบ ชึ่งประกอบด้วย (1) ปัจจัยการบริหาร ประกอบด้วย คุณสมบัติผู้บริหารและบุคลากร โครงสร้างองค์กร หลักสูตร งบประมาณ สภาพแวดล้อมภายในมหาวิทยาลัย และเทคโนโลยี (2) กระบวนการบริหาร ประกอบด้วย การบริหารงานผลิตบัณฑิต การบริหารงานวิจัยและงานสร้างสรรค์ การบริหารงานบริการวิชาการ การบริหารงานทะนุบำรุงศิลปวัฒนธรรม โดยนำกระบวนการ PDCA และการบริหารเชิงพุทธโดยใช้หลักอิทธิบาท 4 มาเป็นเครื่องมือในการขับเคลื่อนการบริหาร และ (3) ประสิทธิผลของการบริหาร ประกอบด้วย คุณภาพบัณฑิต คุณภาพงานวิจัยและงานสร้างสรรค์ คุณภาพการบริการวิชาการและคุณภาพการทะนุบำรุงศิลปะและวัฒนธรรม 2) ผลการตรวจสอบคุณภาพ และการประเมินรูปแบบการบริหารมหาวิทยาลัยมหาจุฬาลงกรณราชวิทยาลัยที่มีประสิทธิผลที่ผู้วิจัยสร้างขึ้นพบว่า มีความถูกต้อง มีความเหมาะสม มีความเป็นไปได้และมีความเป็นประโยชน์ 

Abstract

            The  purposes of this research were as follows: (1) to develop an effective administration model of Mahachulalongkornrajvidyalaya University (2) to examine and (3) to evaluate the quality of  that  model .The research procedures consisted of 4 steps as follows: (1) analyze and synthesize effective administration documents and researches and study, (2) design a draft, (3) examine the accuracy, the propriety, the feasibility and the utility  standards of the model by 9 experts through focus group discussion and  (4) evaluate the development of the model according to concur the model by 10 experts through connoisseurship. The research tools were in-depth interview, focus group record, the seminar issues and tape recorder. Data collected during the year 2013, analyzed by content analysis.

          The research findings revealed that (1) an effective administration model of Mahachulalongkornrajvidyalaya University consisted of concepts and principles of administrative model, objectives of administrative model, system of administrative model and conditions for success. The administrative model was a system approach. The components of the administrative model were administrative input, administrative process and administrative effectiveness. The administrative input consisted of the qualification of the executives and personnel, organizational structure, curriculum, budget, internal environment and technology. The components of administrative were the administration mission for graduate students, creative researches, academic service and arts and cultural retention, using Deming Cycle: PDCA in all of elements. The administrative effectiveness consisted of the quality of graduate students, creative researches, academic service and arts and cultural retention. (2) The effective administrative model of Mahachulalongkornrajvidyalaya University based on focus group discussion and on the uses of  connoisseurship and criticism for evaluating  found that the model were good in  the accuracy, the  propriety, the feasibility and the utility standards.
