บทคัดย่อ

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น องค์การบริหารส่วนตำบล จังหวัดนครนายก และ (2) เพื่อศึกษาถึงข้อเสนอแนะของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น องค์การบริหารส่วนตำบล จังหวัดนครนายก ประชากรที่ใช้ในการศึกษาวิจัยในครั้งนี้ จำนวน 152 คน ซึ่งเป็นผู้นำในการบริหารงานองค์การบริหารส่วนตำบล ผู้ที่มีส่วนสำคัญในการจัดแผนพัฒนาท้องถิ่น ซึ่งได้แก่ นายกองค์การบริหารส่วนตำบล ปลัดองค์การบริหารส่วนตำบล เจ้าหน้าที่วิเคราะห์นโยบาย และแผน และผู้นำชุมชนซึ่งเป็นตัวแทนภาคประชาชน ได้แก่ ประชาคมหมู่บ้าน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามวิเคราะห์ข้อมูลโดยใช้การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า 1) การมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น องค์การบริหารส่วนตำบล จังหวัดนครนายก โดยภาพรวมอยู่ในระดับสูง เมื่อพิจารณาเป็นรายด้าน พบว่า เมื่อจำแนกเป็นรายด้านพบว่าอยู่ในระดับสูงมาก 1 ด้าน คือ การมีส่วนร่วมในผลประโยชน์ร่วมกัน ระดับสูง 2 ด้าน คือ การมีส่วนร่วมในการตัดสินใจ การมีส่วนร่วมในการประเมินผลและระดับปานกลาง 1 ด้าน คือ การมีส่วนร่วมในการปฏิบัติการ 2) ข้อเสนอแนะการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่น องค์การบริหารส่วนตำบล จังหวัดนครนายก ได้แก่ การสร้างการมีส่วนร่วมอย่างมีคุณภาพให้มากขึ้นในทุกด้าน โดยกำหนดให้มีแผนการส่งเสริมการมีส่วนร่วมให้ชัดเจนและการให้ข่าวสารแก่ประชาชนในรูปแบบ การสื่อสารสองทาง

ABSTRACT

          The objectives of this research were 1) to study the level of people's participation in local planning of subdistrict administrative organization Nakhon Nayok Province, and 2) to offer suggestions in local subdistrict administrative organization planning in Nakhon Nayok Province. The research, sample consisted of 152 leaders in subdistrict administrative organizations comprising chief executives, chief administrators, policy and planning analysist and community leaders from village communities. Data collection was made by questionnaire. The data were analyzed by statistics of frequency, percentage, mean, and standard deviation.

          The findings were as follow 1) The level of people's participation in local planning of subdistrict administrative organization in Nakhon Nayok Province was found to be at high level in general, except that the participation in the mutiple benefit sharing was at very high level 2 while participation in the decision sharing dimension and assessment sharing dimension was at high level. The implementation sharing was at medium level. 2) Recommendations of people for development planning were included the extension of people’s participation qualitatively, determined a clearly plans for supported the participation and informed the information to people with two communication.
