ข้อเสนอเชิงยุทธศาสตร์เพื่อเสริมสร้างประสิทธิผลการบริหารจัดการด้านการเรียน การสอน ด้วยเทคโนโลยีสารสนเทศและการสื่อสาร ในโรงเรียนมัธยมศึกษา

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อพัฒนาข้อเสนอเชิงยุทธศาสตร์เพื่อเสริมสร้างประสิทธิผลการบริหารจัดการด้านการเรียนการสอน ด้วยเทคโนโลยีสารสนเทศ และการสื่อสาร ในโรงเรียนมัธยมศึกษา ในด้านองค์ประกอบของข้อเสนอเชิงยุทธศาสตร์ในด้านวัตถุประสงค์ แนวทางปฏิบัติและกลไกสู่การปฏิบัติ โดยพิจารณาตามเกณฑ์ 4 ด้าน คือ ความเหมาะสม ความเป็นไปได้ ความสอดคล้อง และความเป็นประโยชน์ โดยใช้ระเบียบวิธีวิจัยเชิงนโยบายแบบมีส่วนร่วมที่มีระเบียบวิธีแบบผสานวิธี มีวิธีการดำเนินการวิจัย 2 ระยะ คือ ระยะที่ 1 การศึกษาบริบทเพื่อจัดทำร่างข้อเสนอเชิงยุทธศาสตร์ ดำเนินการวิจัย 4 วิธี ดังนี้ 1) การวิจัยเชิงสำรวจสถาบัน 2) การศึกษาพหุกรณี 3) การสัมภาษณ์เชิงลึกผู้ทรงคุณวุฒิ และ 4) การประชุมปฏิบัติการผู้มีส่วนได้ส่วนเสียเพื่อจัดทำร่างข้อเสนอเชิงยุทธศาสตร์ ระยะที่ 2 การตรวจสอบยืนยันเพื่อพัฒนาข้อเสนอเชิงยุทธศาสตร์ ดำเนินการวิจัย 3 วิธี ดังนี้ 1) การประชุมสนทนากลุ่มเป้าหมาย 2) การประชุมสัมมนาอิงผู้เชี่ยวชาญ และ 3) การประชุมสัมมนาผู้มีส่วนได้ส่วนเสีย
ผลการวิจัยพบว่า
         1. ข้อเสนอเชิงยุทธศาสตร์เพื่อเสริมสร้างประสิทธิผลการบริหารจัดการด้านการเรียนการสอน ด้วยเทคโนโลยีสารสนเทศและการสื่อสาร ในโรงเรียนมัธยมศึกษาซึ่งประกอบด้วย 1) วัตถุประสงค์ ประกอบด้วย วิสัยทัศน์ พันธกิจ และเป้าหมาย  2) แนวทางปฏิบัติ ประกอบด้วย 6 ยุทธศาสตร์ 24 มาตรการ 16 ตัวบ่งชี้ และ 3) กลไกสู่การปฏิบัติประกอบด้วย 10 แผนงาน 53 โครงการ ได้ยุทธศาสตร์การบริหารจัดการเรียนการสอน ด้วยเทคโนโลยีสารสนเทศและการสื่อสาร ในโรงเรียนมัธยมศึกษา จำนวน 6 ยุทธศาสตร์ ดังนี้คือ ยุทธศาสตร์ที่ 1 พัฒนาระบบการบริหารจัดการด้านการเรียนการสอนด้านเทคโนโลยีสารสนเทศและการสื่อสารเพื่อเพิ่มประสิทธิผลการเรียนรู้ของผู้เรียน ยุทธศาสตร์ที่ 2  สร้างกำลังคนให้มีศักยภาพในการใช้เทคโนโลยีสารสนเทศและการสื่อสารมีสมรรถนะได้มาตรฐานสากล ยุทธศาสตร์ที่ 3 สนับสนุนการเรียนการสอนที่เข้มแข็ง ด้วยเทคโนโลยีสารสนเทศและการสื่อสาร เพื่อเพิ่มประสิทธิภาพและประสิทธิผลการศึกษา ยุทธศาสตร์ที่ 4  พัฒนาโครงสร้างพื้นฐานด้านเทคโนโลยีสารสนเทศและการสื่อสาร เพื่อส่งเสริม และสนับสนุนการจัดการเรียนรู้ ยุทธศาสตร์ที่ 5  สร้างบรรยากาศและแหล่งเรียนรู้ของโรงเรียน ให้เอื้อต่อการใช้เทคโนโลยีสารสนเทศและการสื่อสาร เพื่อเพิ่มประสิทธิภาพการศึกษา และยุทธศาสตร์ที่ 6 สร้างความร่วมมือกับภาคีเครือข่าย ให้มีความเข้มแข็ง เพื่อเพิ่มคุณภาพของผู้เรียนให้ได้มาตรฐาน
         2. ความเหมาะสม ความเป็นไปได้ ความสอดคล้องและความเป็นประโยชน์ อยู่ในระดับมาก มีค่าดัชนีความสอดคล้อง (IOC) สูงกว่า 0.85 ทุกด้าน

The objectives of this research were to develop proposed strategies for Enhancing the Effectiveness of Educational Management by Information and Communication Technologies in the Secondary School. The aspect was the proposed strategy components which comprised 3 parts : an objective , operational guideline and the strategic implementation in accordant with 4 criteria : propriety , feasibility , congruity and utility. This participatory policy research used mixed methodologies with two phases of researching. The first phase was to have a contextual study for drafting the proposed strategy which comprised 1) institutional survey study 2) a multi-case study 3) an in-depth interview of the experts and 4) an stakeholder workshop. All the results of the contextual study had been bought into an analysis and synthesis of the strategic proposal drafted for the research. The second phase was to validate the strategic proposal which comprised three procedures : 1) a focus group discussion 2) connoisseurship and 3) stakeholder seminar.
The study resulted
        1. The proposed strategies for Enhancing the Effectiveness of Educational Management by Information and communication Technologies in the Secondary School which included : proposed strategies which comprised 3 components : 1) the objective ; vision , mission & goal , 2) strategic mechanism ; strategies , measures & indicators and 3) strategic implementation ; plans & projects. Totally, 6 strategies, 24 measures, 16 indicators, 10 plans & 53 projects and six proposed strategies for enhancing the effectiveness of educational management by Information and Communication Technologies in the secondary school were 1) Develop the Information and Communication Technology (ICT) educational management to upgrade the effectiveness of students’ learning.                2) Educate the manpower to reach the international standard by using the Information and Communication Technology. (ICT) 3) Strengthen the learning and teaching system by using the efficient Information and Communication Technology  (ICT) to improve the education efficiency and effectiveness. 4) Advance the basic structure of Information and Communication Technology (ICT) to boost the learning management.  5) Enliven the learning atmosphere and build up leaning resources to link with the usage of Information and Communication Technology (ICT) to increase the educational efficiency.  6) Cooperate with other organizations to encourage relationships so as to reinforce the standard of learners’ qualities.              
         2. Effective monitoring by expert opinion. Overall, are appropriate. Feasibility Consistency and a high level with the IOC is higher than 0.85 on all sides.
