EVALUATION OF ELECTRONIC WASTE MANAGEMENT OF EASTERN ECONOMIC CORRIDOR IN THAILAND

Abstract

This research aimed to 1) evaluate the household electronic waste (e-waste) management of Eastern Economic Corridor in Thailand (EEC) consisting of Chachoengsao, Chon Buri, and Rayong under the CIPP-I Model and 2) recommend appropriate guidelines of household e-waste management in the EEC. The key informants were 27 executives and academics by purposive sampling. They were policymakers and experts who supervise, monitor e-waste management of central, regional, and local government agencies and state enterprises including managers and employees in electrical and electronics manufacturing companies, and e-waste separation/recycle plants in the industrial estates in the EEC. Compilation of data was conducted through in-depth interviews by a semi-structured questionnaire. The data analysis used content and grouping analysis.


         The research found that 1) there is only Rayong Provincial Administration Organization managed to collect household e-waste from Local Administrative Organizations (LAO) at the Rayong Integrated Solid Waste Management Center and it was transported to a private
e-waste disposal plant. People in EEC thought that the separation of e-waste was LAO’s responsibility. LAO, therefore, inspires the people to realize the separation and cooperate with the private sector in the e-waste collection. There are drop off points at every local community in the EEC. Yet, the e-waste remained mixed with solid waste and contamination of heavy metals in the soil, surface water, and groundwater, as well as foul smell from plants using incorrect methods. It created natural resources and environmental protection volunteers, generated employment and income for local junk shops buying recyclable waste. And, 2) appropriate guidelines for efficient household e-waste management in the EEC include driving the provincial hazardous waste collection centers, encouraging LAO’s frequently increased public relations through social media on the drop off points, date and time of e-waste collection, and increasing drop off points in a private establishment such as convenience stores, department stores, gas stations, institutions, etc.
