บทบาทของการจัดการทรัพยากรมนุษย์ในมิติของการจัดการความเสี่ยง

บทคัดย่อ

         บทความนี้ใช้การศึกษาและวิเคราะห์บนพื้นฐานของแนวคิด ทฤษฎี และงานวิจัยเชิงประจักษ์เกี่ยวกับบทบาทของการจัดการทรัพยากรมนุษย์ในมิติของการจัดการความเสี่ยง โดยมีวัตถุประสงค์    2 ประการ คือ 1) อธิบายความหมายและผลกระทบของความเสี่ยงที่เกี่ยวข้องกับการจัดการทรัพยากรมนุษย์ และ 2) อธิบายบทบาทของการจัดการทรัพยากรมนุษย์ในมิติของการจัดการความเสี่ยง ตลอดจนให้ข้อเสนอแนะสำหรับการประยุกต์ใช้ เพื่อให้องค์การได้ทำความเข้าใจอย่างลึกซึ้งเกี่ยวกับความสำคัญของการจัดการทรัพยากรมนุษย์ที่มีบทบาทในการลดผลกระทบจากความเสี่ยงที่เกิดขึ้นในองค์การทั้งจากปัจจัยภายในและปัจจัยภายนอก ตลอดจนแสวงหาแนวทางป้องกันและทำให้ความเสี่ยงนั้นส่งผลกระทบต่อองค์การน้อยที่สุด เนื่องจากความเสี่ยงที่เกิดขึ้นเป็นปัจจัยสำคัญที่นำมาซึ่งความสูญเสียในองค์การ โดยฝ่ายบริหารและฝ่ายทรัพยากรมนุษย์จะมีส่วนเกี่ยวข้องตั้งแต่กระบวนกำหนดกลยุทธ์ นโยบาย และดำเนินการจัดการความเสี่ยงที่เกิดขึ้น ดังนั้น ทรัพยากรมนุษย์จึงเป็นตัวแปรสำคัญในการจัดการความเสี่ยง แต่ในทางกลับกัน ทรัพยากรมนุษย์ก็เป็นปัจจัยสำคัญที่ทำให้เกิดความเสี่ยงด้วยเช่นกัน จากที่กล่าวมานี้แสดงให้เห็นว่าการจัดการทรัพยากรมนุษย์จึงมีบทบาทสำคัญในมิติของการจัดการความเสี่ยงในองค์การโดยตรง

ABSTRACT

         This article investigate and analyze base on theoretical and empirical evident regarding to the role of human resource management over dimension of risk management with 2 aim follows 1) descript meaning and impact of risk over human resource related and 2) Explain human resource’s role in dimension of risk management including provide suggestion to applying and to encourage the organization to getting more profoundly understanding the importance of human resource on reducing risk’s effect which might be happens in organization and also prepare the preventive plan the effect of  risk since this is a necessary factor to getting waste in organization which management and human resource department will involve to defining on risk strategy, policy and operation process, hence human resource will be the key player in risk management but in other hand, human resource also be the factor to makes the risk, as mentioned displayed human resource has a key role and direct impact over the dimension of risk management.
