Vocational Management Model in Accordance with the Vocational Qualifications Framework focus on Sustainable Development

Abstract
This research aimed to 1) study the essential components for developing a vocational education management model based on the vocational qualifications framework focused on sustainable development, and 2) create such a model. The research was conducted using the Ethnographic Delphi Futures Research (EDFR) technique. The sample consisted of 22 purposively selected experts from seven groups, all of whom were educational administrators with at least five years of experience in Central Region Vocational Education Institutes. Data collection involved structured interviews and a 5-point Likert scale questionnaire. Statistical analysis included calculating the median and interquartile range (IQR), focusing on responses with the highest necessity (median) and an IQR of 0.00.
The findings revealed that 1) the study of the vocational education management model components, based on document analysis and related research, identified four main components: personnel management (Man), financial or budget management (Money), resource management (Material), and administrative management (Management). 2) The vocational education management model developed using the EDFR technique showed that all components, both main and sub-components, were deemed appropriate. The final model consists of four main components and 44 sub-components, which were rated as highly suitable by the educational administrators from Central Region Vocational Education Institutes.
