Developing the Potential of Emergency Medical Operators of Local Government Organizations in Phichit Province

Abstract

          The objectives of this thesis are 1) to study the development of the potential of emergency medical practitioners of local administrative organizations in Phichit Province, 2) to study the problems and obstacles of developing the potential of emergency medical practitioners of local administrative organizations in Phichit Province, 3) to propose guidelines for developing the potential of emergency medical operators of local government organizations in Phichit Province. This research is mixed-method research: quantitative and qualitative research. The samples for quantitative research were 248 who are workers in a local administrative organization's rescue center, Rescue Association, and government hospitals. The data were collected by employing a questionnaire and analyzed by using frequency, percentage, mean, and standard deviation. Whereas qualitative research was conducted through in-depth interviews with 18 key informants, and analyzed by using descriptive data formats. The research results were as follows:
          1. Developing the potential of emergency medical operators of local administrative organizations in Phichit Province overall, was at a high level. When classified by area, it was found that the area with the highest mean was the ambulance and equipment area, followed by the area of skills and knowledge in performing work, communications and command center, participation of the team, readiness for work, and support and morale, respectively.
           2. Conditions, problems, and obstacles in developing the potential of emergency medical operators of local government organizations in Phichit Province were found that 1) there are not enough personnel to perform the job, 2) there is no preparation, 3) there is still a lack of budget allocation to send operators at the basic level, 3) resignation due to insufficient compensation for living, 4) applicants to become operators have not yet completed training for operators.
           3. Guidelines for developing the potential of emergency medical operators of local administrative organizations in Phichit Province were as follows: 1) create a training calendar to inform all agencies, 2) have a central agency driving unit for service development on emergency medicine using participation from network partners, 3) supervision and monitoring of all emergency medical service centers to support and increase the morale of working people, 4) reproduce lessons learned from the operation of emergency medicine every year and present to executives to bring corrections to personnel and, 5) study and present legal regulations that are still a problem in supporting the mission of emergency medicine to find a solution together and enable to develop continuously.
