The Lesson learned from Excellent Management of Local Government Organizations: A Case study of the Project to Improve the Quality of life of The Elderlies in the Area of Choeng Doi Sub – district Municipality of Doi Saket istrict in Chiang Mai Province

Abstract

          The objectives of this research were to assess the elderly care system development project of Choeng Doi Sub-district Municipality area, Doi Saket District, Chiang Mai Province, under the framework of a strategic map and to carry out lessons learned from implementing the elderly care system development project of Choeng Doi Sub-district Municipality area, Doi Saket District, Chiang Mai Province under the framework of a strategic map. This research is mixed method research. The researcher used systematic random sampling to obtain samples for the project evaluation (quantitative), consisting of 142 older people and 137 families/caregivers, a total of 279. The purposive selection was used to select eight specialists to participate in the group discussion (qualitative). The tools for the quantitative research comprised; the World Health Organization Quality of Life Indicators Assessment Form (short set) Thai version; the Elderly Satisfaction Assessment form for project implementation; the satisfaction assessment form of the caregivers/family towards the project implementation; and the indicators assessment form for the elderly system development project. The tools for qualitative research were group discussion issues. The quantitative research data analysis was done using the computer programs SPSS and Excel. The qualitative data analysis was performed using content analysis techniques under the framework of the strategic mapping concept. The results showed the overall project assessment ‘s weighted average score of 3.750, at an excellent level. The strategic map of the project implementation for developing the elderly care system in Choeng Doi Municipality consisted of 4 dimensions: 1) policy efficiency (results), 2) service quality (productivity), 3) service efficiency (process), and 4) organizational development. (sustainability).
