The Guidelines of Developing Innovative Leadership for School Directors under the Secondary Educational Service Area, Office of the Basic Education Commission

Abstract
This article aimed to (1) Study the components of innovative leadership (2) Propose the guidelines of developing Innovative Leadership for school directors and (3) Evaluate the guidelines of developing Innovative Leadership for school directors under the Secondary Educational Service Area Office, Office of the Basic Education Commission and this research was mixed method. The sample group were 420 participants consisted of school administrators, deputy school administrators under the Secondary Educational Service Area Office, Office of the Basic Education Commission selected by Stratified Random Sampling while 7 key informants were selected by Purposive Sampling. The tools for research included questionnaire, semi - structure interview, focus group record, and evaluation form. The analysis for quantitative data was statistically operated by descriptive statistics, inferential statistics, and also Confirmatory Factor Analysis while qualitative data was analyzed by descriptive analytics.
The result showed
1) Fundamental statistics for variables of the components of innovative leadership composed of 7 components, mathematical means ( ) was above high level. Variable with the highest means was characteristics ( = 4.29), the second highest was vision ( = 4.28) while the lowest means was creativity ( = 4.23), and risk taking ( = 4.23).
2) Result from Guidelines analysis of the components of innovative leadership composed of 7 components 1. Vision 2. Creativity 3. Risk taking 4. Teamwork 5. Characteristics 6. Roles and 7. Information Technology. The value of Chi – Square = 20.34, df = 13, P = .087, RMSEA = .04, CFI = 1, GFI = .98, AGFI = .96 revealed the Guidelines of the component of vision assimilated with empirical data.
3) Framework developed innovative leadership for school administrators in 4 methods including training, learning and workshop with case study, knowledge sharing, and management tools.
