The Leadership of the Subdistrict Headman and Village Headman in the next decade

Abstract
The objectives of this research were, 1) to study the leadership role of the Subdistrict Headman and Village Headman. 2) to study the leadership characteristics of the Subdistrict Headman and Village Headman in the next decade 3) to suggest guidelines to developing the leadership of the Subdistrict Headman and Village Headman in the next decade. The research used the Modified Delphi Technique and the Focus Group discussions. The research collected the data by using the interviews and the questionnaires. The sample group used in the research consisted of 20 experts from 3 groups: The scholars, The Governing Officers, and The outstanding of Subdistrict Headman and Village Headman. The data analysis in the first stage involved traditional content analysis. The second and third phases were analyzed with median and interquartile range statistics.
The results of the research were as follows: The leadership of the Subdistrict Headman and Village Headman in the next decade are as follows: (1) The leadership role consists of the governance role, social role, and the role of state apparatuses. (2) The knowledge; laws, bureaucracy, public health and the environment, and entrepreneurship and careers. (3) The skills; planning, mediation, technology, communication, and coordination. (4) The personality; well-mannered and felicitous, well-groomed, assertive action, and fair-spoken. (5) The morality; impartiality, positive attitude, honesty, and transparency. (6) The collaboration; deliberation, listen to opinions, share the decisions, and common goals. and (7) Social background; economic status, local political networks, political prestige, and social work experience. And in development: (1) setting the term of office (2) online learning (3) setting development indicators (4) laws supporting development (5) penalties if one does not develop oneself.
