The Developmemt of Learning Management Competencies in the 21st Century Promoting Model of Teachers Under the Office Non - Formal and Informal Education in the Northeast of Thailand

Abstract
This research study to 1) Develop a model for empowerment of enhancing learning management competency in the 21st century of teachers, 2) Examine the suitability and feasibility of the model for enhancing learning management competency in the 21st century. 21 of teachers in educational institutions under The Office of Non-formal and Informal Education in The Northeast of Thailand. The research was divided into 2 phases, namely Phase 1: the development of a model for enhancing the competency of learning management in the 21st century for teachers. by studying documents, research, interviewing 5 experts and evaluating the model by 9 experts and Phase 2: examining the suitability and feasibility of the model for enhancing the competency of learning management in the 21st century of teachers by asking opinions of 419 administrators. The tools used for data collection were structured interviews form and 5 rating scale questionnaire that had content validity at 1.00, the discriminant power was 0.24-0.63, and the reliability was 0.82. Quantitative data was analyzed using content analysis. The findings of this study were as follows:
1. A model for enhancing the competency of learning management in the 21st century of teachers under the Office of Non-formal Education and Informal Education in the Northeast has 4 components: 1) Factors supporting the enhancement of learning management competency in the 21st century of teachers whichconsisted of 5 aspects. 2) Management competency scope of Teachers had 6 aspects. 3) The process of enhancing the competency of learning management in the 21st century of teachers had 5 steps and 4) Results from building. 3. The competency of learning management in the 21st century of teachers consisted of 2 aspects.
2. The model for enhancing the competency of learning management in the 21st century of teachers under the Office of Non-formal and Informal Education in the Northeast had an appropriate and feasible in an overall at the highest level
